The Assistant Director of Operations and Risk Management (ADORM) is a
full-time Academic Professional appointment requiring a professional,
committed, passionate individual knowledgeable about IFSI training
execution, live-fire operations, and risk management mitigation. This
includes the logistics and setup of IFSI training, course costing,
curriculum, testing, certification, training facilities, props,
simulators, equipment and inventory, RMS, heavy machinery, and apparatus
utilized at IFSI. The primary function of this position is to support
IFSI\'s training deliveries by providing clear and consistent
communication, accountability, and risk management oversight for all the
Program Directors, Program Managers, and Lead Instructors for IFSI
course deliveries in Champaign, Illinois, and administrative support for
designated Special Operations Training Programs (SOTP).
Duties and Responsibilities:
Oversee the course field training execution at IFSI, including oversight
of the program, course, or event execution safety officer.
Monitor and evaluate operational processes and risk mitigation measures
to identify areas of improvement and efficiency.
Ensure compliance with state and federal regulations and industry
standards related to live-fire and hands-on training.
Implement and develop risk mitigation protocols and procedures for all
training deliveries.
Manage the IFSI annual health questionnaire and face piece fit test
program. Ensure that Program Directors (PD) and Managers (PM) coordinate
and complete the required fit testing for the program\'s instructor
cadre.
Lead, manage, and supervise Program Managers/Directors/Coordinators for
the Special Operations Training Programs for Rope, Confined Space,
Trench, Structural Collapse, Responder Intervention Team, Grain Bin
Rescue, iEMS and Emergency Management Technician-Basic course.
Support the SADAO in managing the Homeland Security Advisory Committee
(HSAC) including grant management, contract courses and other
initiatives.
Support the SADAO in leading and overseeing the planning and budgeting
of SOTP (and other assigned programs) courses and purchasing equipment
to support course execution.
- Verify the accuracy of the funding source when approving timesheets
and expense reports.
Communicate and coordinate with the class leads, PM, or PD before,
during, and after courses to ensure quality assurance of class
execution.
Quality Control and Assurance of the Program Manager or Lead Instructor
completion of the required daily risk mitigation protocols and
documentation for IFSI course deliveries at IFSI and within the assigned
SOTP Directorate:
- IFSI Accountability Form - Daily Training
- Live-fire and non-fire Training Safety Briefing Procedure
- Burn Log entry in RMS
- Prop Safety Analysis Form
- Live-fire and non-fire Training Ground Demob Procedure
- As needed: Student or Instructor Injury Report
- Preliminary Inquiry for Injury or Unusual Incident Form
Ensure the course lead, PM, or PD communicates the daily course safety
briefing.
Implement and enforce all relevant IFSI Policies and Procedures.
Review and provide revision drafts to IFSI policies to the SADAO to
support and maintain a risk-mitigated training environment during
firefighting and live-fire training operations.
Create, implement, and manage an equipment and personal protective
equipment replacement program for all programs. Coordinate purchases
with the IFSI Program Directors, the Senior Associate Director for
Firefighting (SADFF), and the SADAO.
Lead the IFSI Site Working Group to design and plan new prop and
existing prop maintenance and improvements. The SADFF is responsible for
seeking approval from the Director and SADAO for new and significant
prop renovation and maintenance.
- Support the SADFF in leading and managing the mobile training prop
purchasing and onboarding specific to the Directorate.
Oversee the inventory management for all tools and equipment maintained
within the SOTP\'s programs.
- Oversee and maintain the IFSI inventory as required by IFSI Policy
and Procedures.
- Work with the IFSI Resource Operations Specialist to maintain IFSI
inventory and update RMS props, tools, and equipment content.
Coordinate the completion of the SOTP curriculum, testing, and
certification projects with the program manager/director and CTC.
- Program curriculum development includes developing a new curriculum
for online and classroom course execution.
Coordinate with Regional Representatives and the SADFF to ensure
completion and documentation of the execution of IFSI\'s Live Fire
Training Program - online components, schedule delivery of the hands-on
training, and ensure candidates complete and record the
