GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Senior Policy and Planning Analyst for the Program Performance team to lead the development, implementation, and evaluation of strategic planning and performance management activities.

This position will act as the Strategic Planning team lead with planning, organization, training, and data management of WYDOT strategic planning and strategic projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Lead the Strategic Planning team to oversee the Wyoming Department of Transportation Strategic Plan and Balanced Score Cards for agency programs.

  • Lead the development and maintenance of Balanced Score Card measures, performance measures, key performance indicators, and risk assessments.

  • Help to develop and maintain digital, online accessible strategic planning, facilitation, and training tools and resources.

  • Lead facilitation of large and small group strategic planning sessions at all agency levels.

  • Coordinate strategic planning sessions, research of models and best practices, and data analysis functions.

  • Respond to requests from agency programs, Executive Staff, and external partners for surveys sent either internally or externally.

  • Perform data analysis to identify possible program improvements or best practice suggestions.

  • Identify goals and strategies for implementation and maintenance of training for statewide users on the use of software and supporting tools, such as reporting and communication software.

  • Assist in the development and creation of appropriate training classes, online training modules, and job aids. Draft and implement program processes and procedural improvement.

  • Identify strategic projects and coordinate, facilitate, and manage projects identified.

  • Assist with conducting training on performance management and/or strategic planning methodology and process.

Qualifications

PREFERENCES:

Preference may be given to an applicant with a Bachelor’s Degree in Business Administration, Public Administration, or a closely related field with 1-2 years of progressive experience.

KNOWLEDGE:

  • Knowledge of principles and processes involved in organizational planning, coordination, and execution in an engineering setting, including strategic planning, project management, and performance management.

  • Knowledge of the State of Wyoming Personnel Rules and the ability to interpret and implement these in daily activities.

  • Ability to apply theoretical best practices in a real-world setting to achieve strategic outcomes.

  • Ability to effectively communicate concepts and ideas to and collaborate with outside agencies, public partners, program managers, engineers, technicians, and information technology experts.

  • Ability to effectively listen and understand ideas, and challenges, and ask appropriate follow-up questions.

  • Ability to develop interpersonal relationships and work well with others.

  • Excellent written and oral communication skills across a wide range of organizational levels and with internal and external stakeholders.

  • Skilled use of office automation software (Microsoft Office, Google Docs, Sheets, & Drive);

  • Excellent organizational and time management skills. Ability to work and make decisions independently; maintain and manage multiple priorities.

  • Ability to apply new technologies.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business)

Experience:

1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
