    JOB DESCRIPTION: Fuel Distribution System Mechanic (FDSM)

    Reports to : Site Manager

    FLSA : Full-Time, Non- Exempt

    Location : Redstone Arsenal, Alabama


POSITION SUMMARY:

Installs, inspects, maintains, troubleshoots, repairs, and modifies liquid fuel storage, distribution, and dispensing systems. Maintains and repairs all systems associated with the Retail Fuels facility and Bulk Fuels Facility, to include fueling vehicles.

PRIMARY DUTIES AND RESPONSIBILITIES:

The Fuel Distribution System Mechanic (FDSM) shall be capable of inspection, evaluating conditions of, and maintaining fuel storage tanks, pipelines, and piping systems, product pump, filter, meter, gauge, and flow control mechanisms, manifold and valve systems, and other related petroleum system components. The FDSM shall be capable of detecting/recognizing system component malfunction, misalignment, leak, and adjustment issues and performing scheduled and unscheduled fuel system maintenance within the scope of the PWS. The FDSM shall be capable of removing, repairing and replacing system components, have a basic knowledge of automated tank gauging systems, high/low level alarms, and cathodic protection systems. The FDSM shall be knowledgeable of and capable using, making input to, and extracting data and reports from preventive maintenance software applicable to those maintenance actions performed. Performance maintenance on a daily, weekly, monthly, bi-monthly, semi-annual, annual, or as needed basis for all fuel facilities and vehicles. Maintenance will be performed in accordance with manufacturer’s specifications, best commercial practices, NACE International publications and standard practices and documented in Express Maintenance program.

The FDSM maintains and repairs fuel storage and distribution systems, using hand and power tools and testing instruments, inspects fuel receiving, storage, and distribution facilities to detect and correct leakage, corrosion, faulty fittings, and malfunction of mechanical units, meters, and gauges, (such as distribution lines, float gauges, piping valves, pumps, and roof sumps); inspects electrical wiring, switches, and controls for safe-operating condition, grounding, and adjustment, lubricates and repacks valves; lubricates pumps, replaces gaskets, seals and corrects pumping equipment misalignment, and cleans strainers and filters. The FDSM is responsible for elimination of rust and abate corrosion on fueling systems. This mechanic services water separators, checks meters for correct delivery and calibration, overhauls system components such as pressure regulating valves and excess valves, disassembles, adjusts, aligns, and calibrates gauges and meters or replaces them, removes and installs equipment such as filters and piping to modify system or repair and replace system component. Duties include; cleaning fuel tanks and distribution lines, removing corrosion and repainting surfaces, overhauling vacuum and pressure vents, and maintaining record of inspections and repairs, using automated Express Maintenance system.

SECONDARY DUTIES:

The FDSM may receive, store, transfer, and issue fuel through pipelines at bulk/retail station, receives fuel by tanker, prepares and checks receiving documents, connects lines, grounding wires, and loading and offloading arms or hoses to pipelines; and visually inspects samples of fuel, and checks gravity and flashpoint. This operator gauges tanks for water, temperature, and fuel levels, checks pumping systems for correct operating pressure or unusual noises, performs preventive maintenance and repairs on terminal systems, performs general housekeeping and grounds maintenance for both bulk and retail sites as directed.

Due to the size of RSA operations each employee is expected to train and accept cross-utilization of tasks when required by supervisor.

REQUIRED TRAINING/CERTIFICATIONS

The FDSM shall be capable of inspection, evaluating conditions of, and maintaining fuel storage tanks, pipelines, and piping systems, product pump, filter, meter, gauge, and flow control mechanisms, manifold and valve systems, and other related petroleum system components. He/she shall be capable of detecting/recognizing system component malfunction, misalignment, leak, and adjustment issues and performing scheduled and unscheduled fuel system maintenance within the scope of this PWS. The FDSM shall be capable of removing, repairing and replacing system components, and have a basic knowledge of automated tank gauging systems, high/low level alarms, and cathodic protection systems. Experience shall include maintenance of automatic control valves, petroleum pumps, aviation fuel filtration equipment, fuel meters, above-ground storage tanks, gauging and leak detection systems, electrical systems, manual valves, pressure and flow sensing devices, and fuel transfer hoses. Personnel handling hazardous waste and regulated materials are properly trained in a manner consistent with applicable local, state, and federal regulations.

MINIMUM QUALIFICATIONS:

· Minimum of five years-worth of documented experience in the maintenance of fuel distribution systems.

· Prior military service at the E-6 rank or higher.

· Ability to obtain or maintain a government security clearance, and/or Favorable Background Investigation (BI)
