Duties Description The Office of Mental Health (OMH) is recruiting to fill two Business Systems Analyst 2 positions in the Chief Medical Informatics Officer (CMIO). The incumbent will will lead, manage and coordinate OMH activities and projects to support, maintain, and enhance OMH clinical and business systems, and participate in the development of new information technology applications.Specific duties to be performed may include, but are not limited to, the following: • Work closely with a unit lead to define project scope, objectives, and deliverables related to the EHR implementation. • Provide guidance and support to junior staff, facilitating their development and enhancing team performance. • Participate in the design and management of clinical documentation, ensuring it meets regulatory requirements and supports effective patient care. • Support the assessment, treatment, and discharge planning processes to enhance workflow efficiency and patient outcomes.• Collaborate with clinical and program professionals to gather clinical requirements and translate them into functional specifications for the EHR system.• Assist in the implementation of medication management solutions, including Bar Code Medication Administration (BCMA) and Computerized Provider Order Entry (CPOE), ensuring compliance with safety protocols.• Work with nursing and pharmacy teams to optimize workflows related to medication orders and administration.• Contribute to the technical design and build of the EHR system, ensuring alignment with clinical and operational needs.• Engage in comprehensive testing and quality assurance activities to validate system functionality and performance.• Provide training and implementation support to end-users, ensuring they are proficient in using the new EHR system.• Conduct data analysis to assess the effectiveness of EHR functionalities and identify areas for improvement.• Develop reports and dashboards to support clinical decision-making and operational efficiency.• Collaborate with stakeholders to analyze existing workflows and recommend process standardizations that enhance efficiency and consistency across departments.• Assist in the development and documentation of standard operating procedures related to EHR usage.• Support organizational change management initiatives by facilitating communication and training efforts that promote acceptance and usage of the new EHR system.• Identify potential resistance to change and develop strategies to address concerns and foster a positive adoption environment.• Assist in coordinating project activities, timelines, and resources to ensure successful EHR implementation.• Monitor project progress and report on key milestones, risks, and issues to the senior unit lead and project stakeholders.• Engage in ongoing evaluation of EHR performance and user satisfaction, making recommendations for enhancements and adjustments.• Participate in post-implementation reviews to identify lessons learned and best practices for future projects.• Serve as a liaison between clinical and technical teams, ensuring that both perspectives are represented throughout the implementation process.• Foster strong relationships with key stakeholders, including clinicians, IT staff, and administrative personnel, to support collaboration and project success.

Minimum Qualifications Promotional Opportunity:In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Business Systems Analyst 2, SG-23, at the Office of Mental Health, Central Office in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1, SG-18.Non-Competitve Appointment:Candidates must have a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:• Using business analysis techniques to elicit requirements as the foundation for the solution to the organization?s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.*For the purposes of this examination, business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.Transfer: Candidates must have one year of permanent status as a Business Systems Analyst 2, and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 of the Civil Service Law.
