Duties Description The EMS and Trauma Data Systems Unit Manager serves as the lead business systems analyst and supervisor responsible for overseeing the development, maintenance, and optimization of statewide EMS and Trauma data systems, including the EMS and Trauma patient registries, the electronic patient care reporting (ePCR) portal, and the EMS and Trauma licensing system. This position ensures system functionality supports accurate data collection, licensing processes, regulatory compliance, and operational reporting. The Unit Manager also manages integrated analytics platforms and leads projects involving coordination with internal and external stakeholders to support the Division’s mission of advancing EMS and trauma system oversight, performance, and accountability. Major duties include:Supervision and Unit Management: Provide direct supervision and leadership to Business Systems Analyst 1 and other unit staff as assigned, including task assignment, workload management, and performance evaluations; Establish unit priorities and ensure alignment with the mission and goals of the Division of State Emergency Medical Services; Facilitate professional development opportunities, mentor staff, and foster a collaborative, innovative, and efficient team environment; Represent the unit in internal and external meetings, workgroups, and strategic planning sessions related to EMS and trauma data systems and business processes.Oversight of EMS and Trauma Data Systems: Oversee the operation, maintenance, and continuous improvement of statewide EMS and Trauma systems, including the EMS and Trauma patient registries, electronic patient care reporting (ePCR) portal, and associated data submission systems; Ensure the functionality and integrity of the EMS and Trauma licensing system, which supports practitioner, agency, vehicle, trauma center, and EMS education program licensure; Collaborate with internal staff, IT teams, and external stakeholders to ensure these systems support regulatory requirements and public health initiatives.Business Process Analysis and Systems Improvement: Lead the evaluation, documentation, and redesign of business processes supporting EMS and trauma data collection, licensing, and reporting; Conduct process modeling, define “as-is” and “to-be” states, and identify system gaps or inefficiencies to improve operational outcomes and compliance; Validate system requirements and support the development of functional specifications that align with stakeholder needs and regulatory standards.System Integration, Testing, and Support: Oversee the integration of EMS and trauma systems with analytics tools, licensing portals, and other internal/external platforms, including maintenance of API connections and data interfaces; Manage system testing, validation, and implementation efforts to ensure data accuracy, usability, and reliability; Provide advanced technical support, respond to user inquiries, and oversee help desk activities to resolve system-related issues.Documentation, Training, and User Support: Oversee the development and maintenance of system documentation, including user guides, standard operating procedures (SOPs), and training materials; Deliver training sessions to ensure proper use of EMS and trauma data systems and associated licensing tools; Monitor user engagement and feedback to inform system updates and support needs.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Business Systems Analyst 2 (Health), SG23 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG21 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service Law.Non-Competitive Candidates via NY HELPS: Non-Competitive Minimum Qualifications:Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Or B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification* AND one year of business analysis experience where your primary duty was performing three of the five activities listed above.Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.*Experience must have been in a large health care facility; health related governmental entity; health insurance company; large health care provider organization or employer; or experience with the New York State Medical Assistance (Medicaid) Program in a New York State agency, or a New York State Local social services district or county including administration of government sponsored medical assistance programs. Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of a business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.Information regarding IIBA Certification can be found at: http://www.iiba.org/Certification/certificationlevels.aspx Examples of non-qualifying experience include but ARE NOT limited to:-Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.-Responsibility limited to forms design and changes to forms.-Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.-Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.-Development of instructional materials and classroom training. - Help desk duties including troubleshooting, resolving user issues, and providing customer service.Preferred Qualifications: Certifications / Licenses: Certification in Business Analysis (e.g., CBAP – Certified Business Analysis Professional or PMI-PBA – PMI Professional in Business Analysis); Certification in project management (e.g., PMP – Project Management Professional or Certified Scrum Master) preferred; Certification or training in health informatics, data analytics, or public health data systems is desirable; ICS (Incident Command System) certifications (e.g., ICS 100, 200, 700, 800) or equivalent emergency services or public health preparedness training; Valid driver’s license, as travel may be required.Experience: The preferred candidate would have at least three years of progressively responsible experience in business systems analysis, preferably in a public health, emergency medical services, or healthcare regulatory environment; Experience managing or supporting health data systems, such as EMS patient registries, trauma registries, or electronic patient care reporting (ePCR) platforms; Experience with system design, implementation, and integration of licensing or credentialing portals and data analytics platforms; Experience supervising or mentoring staff, including performance evaluation and task oversight; Experience working with vendors, IT professionals, and end users to define requirements, manage workflows, and implement business process improvements; Experience developing user documentation, delivering training, and overseeing help desk or system support functions.Knowledge / Skills / Abilities: Strong knowledge of business analysis methods, tools, and lifecycle documentation, including workflow modeling, requirements validation, and fit-gap analysis; Familiarity with EMS and trauma system operations, including licensing and certification workflows, data submission standards, and regulatory compliance; Understanding of data governance principles and experience with health data systems, including quality assurance, reporting, and system security; Excellent written and verbal communication skills, with the ability to convey technical concepts to non-technical stakeholders; Strong analytical and problem-solving skills, including the ability to evaluate system performance, troubleshoot issues, and recommend enhancements; Proven ability to manage multiple priorities, work in a team-oriented environment, and lead system-related projects from concept to completion.

Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.This position may require travel throughout New York State including overnights to areas not served by public transportation.NYS Department of Health does not participate in E-Verify and does not sponsor visa applications.For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
