We are seeking a highly motivated and experienced Senior Manager for Ethics/EEO Investigations & Regulatory Support. The Senior manager reports directly to the Director of Audit & Ethics.

As the Senior Manager for Ethics/EEO Investigations & Regulatory Support, you will:

Oversee and manage members of the workforce within the group. Provide personnel supervision to ensure professional development, deliverables are met timely and comply with all regulations and laws, and that programs focus on continuous improvement. Serve as the deputy to the Director as needed. Provide direct guidance and support on both Ethics/EEO Advisory and Investigations Services (EAIS) program and the Safety and Security Regulatory Support Program (SSRSP), both of which require a level of independence and objectivity that the position will ensure is maintained. Responsible for assuring both programs remain compliant with all U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) guidance and regulations, as well as with all relevant laws.

  • Foster and lead a work environment of high ethical standards that adheres to Sandia's values and complies with policies, procedures, laws and regulations.

  • Counsel and assist employees and management on government legislation, DOE contract compliance, and Sandia policies, procedures, or Code of Conduct to ensure compliance.

  • Ensure that staff follows accepted standards of practice, investigative principles, State and Federal EEO regulations, DOE regulations, contractual requirements and guidance for employee complaint programs, and SNL policies and Code of Conduct to address employee and business concerns in the conduct of EEO and Ethics investigations.

  • Ensure that manager and staff coordinate and respond promptly to all external EEOC complaints in a full and timely manner, while following all State and Federal regulations, DOE regulations and contractual requirements.

  • Ensure that staff follow accepted standards of practice, investigation principles, Defense Federal Nuclear Safety Board and Office of Enforcement regulatory guidelines, procedures and practices, in the conduct of reviews and work.

  • Ensure that work is delivered in an accurate and timely manner, per all Federal, DOE and NNSA regulations, requirements and law.

  • Oversee Sandia's ethics training and personal conflict of interest programs and interfaces with and/or presents to a variety of internal and external stakeholders to assure compliance in the delivery of this required training.

  • Provide trending analysis and insight to the Director of Audit & Ethics for consideration in decision making and corporate actions, in order to improve the programs while remaining compliant with all DOE regulations and Federal law.

  • Review oral, written and physical evidence for a variety of products and stakeholders to ensure all products are compliant with regulations and laws.

  • Provide personnel management and development for the group’s managers; oversee members of the workforce.

  • Coordinate and oversee subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition and disciplinary actions.

Qualifications We Require:

  • Bachelor’s degree in relevant discipline, or equivalent combination of relevant education and experience plus, (10) or more years of directly related experience that demonstrates the knowledge, skills, and ability to perform the duties of the job.

  • At least (5) years of managerial experience.

  • The ability to obtain and maintain a DOE Q-level security clearance.

  • Knowledge of company policies and procedures and ability to interpret, implement, and recommend modifications to Sandia's Laboratory Policy System and to organization policies and processes.

About Our Team:

Ethics/EEO Investigations & Regulatory Support provides expertise in investigations involving allegations of misconduct or potential violations of Sandia’s Code of Ethics & Standards of Conduct, policy, process, and values, such as EEO-protected categories and concerns, personal conflicts of interest, or waste, fraud and abuse. We also serve as the designated Laboratories interface with the DOE Office of Enforcement and the Defense Nuclear Facilities Safety Board, providing Sandia with experts in compliance with DOE’s nuclear safety, worker safety and health, and classified information security regulations.

Posting Duration:

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

NNSA Requirements for MedPEDs:

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
