Overview

Responsible for overseeing and coordinating the day to day activities of multiple Transmission System Operators (TSO) and Engineers, in transmission operations support roles. This position is responsible to develop and maintain an outage schedule that prioritizes safety, reliability and work production. Provide real time engineering support for Transmission Operations. Provide training for and mentoring of all personnel involved in operations support including the execution of outages and model human performance expectations. In addition, the position is responsible for providing coordination and direction of activities among multiple TCC positions, field crews and Relay Test in the event of a system wide disturbance. Coordinating Long Term outage planning activities to Short Term planning/execution.

This position will also be responsible for supporting PPL's affiliate, Rhode Island Energy. This will require travel to Rhode Island up to once a quarter, and is subject to change as needed.

Responsibilities

• Manages personnel to create a rolling 16-month transmission lines and transmission substations outage plan for all of EU. Ensures switching and permit documents adhere to applicable safety rules, reliability criteria, and human performance standards and are completed within the established standards for transmission outage planning.

• Manages personnel to create a longer term strategic 24 to 36 month transmission lines and transmission substations outage plan for all of EU.• Manages personnel and provide input to 0 to 15 year investment plan from an outage planning perspective.

• Performs outage risk analysis to minimize system impacts and customer exposure. This would include working with Asset Management to incorporate alternate construction techniques and or additional maintenance task to limits system risks. Ensures the safe, economical and efficient operation of transmission facilities in the PPL service area during normal and emergency situation by coordinating outages to minimize electrical system stresses.

• Coordinates communication within and external to the Transmission Operations department relative to requested outages and assures outage contingencies are completed and accurate.

• Assist in the development of specific NERC compliance documentation for all NERC Standards. Assists developing standard documentation for RFC, NERC and PJM audits. Provides testimony for outage planning standards during audits.

• Provides, direction, observation and goal setting for a team of 10 or more personnel. Develops and provides input to metrics in AAOR.

• Assures a highly motivated and effectively utilized staff by directing its organization, training, development, and appraisal. Contributes to the achievement of corporate human resource objectives and commitments by effectively administering established policies and programs including those pertaining to safety, affirmative action, counseling productivity, goal setting and work planning.

• Provides mentoring for all personnel involved in transmission outage planning coordinating those activities with the Transmission Operations training group. Models the Human Performance behaviors desirable for the AAOR and the TCC.

• Enables personnel and self to seek continuous improvement in technologies and processes related to transmission outage planning, through constant study and personal development.

• Acts as TCC lead in level 3 and 4 storm incidents.

• Supports event free operation in the TCC Outage Planning Section by conducting human performance observations and leading investigations of Human Performance events.

Qualifications

• Advanced degree in a related field such as engineering, 2 year degree in associated technical field, or completion of Penn Foster Transmission System Operating course.

• Minimum 5 years' experience in system operations or planning background.

• Thorough understanding of transmission system dynamics including relationships of electric interconnections.

• Successfully pass background screening for NERC/CIP or for any other regulatory requirements.

Preferred Qualifications

• Bachelor's Degree in associated technical field.

• PJM Transmission Operator certification; PJM Gen Certification: NERC Transmission Operator Certification; PJM System Dynamics certification; PJM Power Pool Initial Training program.

• Experience operating PPL EU Transmission Systems.

• Experience as a Senior TSO or a Shift Supervisor at PPL EUs TCC or other utility.
