Kadiak, LLC, a Koniag Government Services company, is seeking an experienced Federal Project Manager with a active Top Secret Clearance to support Kadiak and our government customer at Andrews Air Force Base, MD. Position Overview:

Federal Project Manager provides acquisition support, engineering and technical project management of complex facility projects. The Project Manager will work in a team environment having daily interaction with Government representatives.

General Responsibilities:

Knowledge of Federal and agency acquisition regulations and directives and in the Federal acquisition lifecycle, Developing Acquisition Plans (APs), Reviewing and/or developing Statements of Work (SOW), Performance Work Statements (PWS) and Statements of Objectives (SOO), Conducting Market Research.

Required Skills and Responsibilities:

  • Facilitate Communication: Act as a liaison between Facilities, IT, IA, and various stakeholders, ensuring clear and concise communication relating to all changes tied to BMS and IoT systems in the current steady state and during migration from MODBUS to IP based systems.

  • Solution Development: Work collaboratively with stakeholders to develop custom solutions within contract resources to automate data export from TMA and BMS systems, facilitating the creation of forms/reports required by the customer/base.

  • Requirements Transitioning: Utilize excellent verbal and written communication skills to transition complex requirements into real world solutions, involving a multitude of input from stakeholders such as engineers, executives, and subject matter experts (SME).

  • Gap Identification: Attend on site and remote meetings, reviewing of drawings, project plans, and other requirements to identify gaps or deterring/blocking items that may be incompatible with the design or operational functionality of the buildings.

  • Solid understanding of Project Management methodologies and industry best practices.

  • Must have excellent written and verbal communication skills.

  • Must have proficient Microsoft Office Skills (Word, Excel, PowerPoint, MS Project).

  • Must be able to work in a team environment cordially and effectively, as well as having the ability to lead a team if required.

  • Must have excellent interpersonal skills and be able to relate respectfully, cordially and freely with people (customers, employees and vendors inclusive).

  • Must have excellent leadership abilities.

  • Must be able to motivate other employees when needed.

  • Must exhibit a high level of flexibility and an ability to multi-task at all times.

  • Must be able to work with little or no supervision.

  • Must possess good reasoning and problem-solving abilities.

  • Must have the ability to work as a ‘link person’ or middle person amongst customers, employees, and vendors.

  • Must possess at least a basic knowledge of supply chain activities.

  • Must have good time management ability so as to be able to meet up with orders and schedules.

Requirements:

  • Federal Government management, operations, and contract experience.

  • Familiarity with Federal regulations and directives.

  • Significant knowledge and experience with Microsoft Office applications including Word, Excel, Access, and SharePoint.

  • Familiarity with Government-wide, contract vehicles and procedures to help implement IT support capabilities in an efficient and timely manner.

  • Prepare and coordinate the development of program briefing charts, such as Director’s Internal Program Review (DIPR). Provide support in the development of documentation and briefings required for milestones and decision reviews for the program; provide technical and/or administrative support during meetings sessions, and the evaluation of meeting results to include preparation of meeting reports; manage and coordinate staffing assignments and movements on a Knowledge Management (KM) system.

Minimum Requirements:

  • Bachelor’s degree in Project/Program Management, Business Administration, Engineering, Computer Science or related discipline. Equivalent professional government or commercial program management experience may be substituted in lieu of education.

  • Program Management (PMP) Certification required within six months of employment (cost may be fully reimbursed).

  • Seven years of specific experience.

  • Ten years of general experience.

Key Qualifications:

  • Advanced knowledge of electrical systems such as 3-phase, network protectors, switch gear, tie breakers, ATS, MGE/Eaton and Vertiv Liebert UPS, Vertiv/APC PDUs is crucial.

  • Proficiency with HVAC systems featuring hydronic heating and cooling loops including Vertiv Liebert CRAC, AHUs, Trane Centrifugal chillers, and Cleaver Brooks boilers is essential.

  • Stationary operating 1 st class engineer’s and master electrical licensure.

  • Experience and proficiency in TMA (CMSS), with the ability to pull and configure custom reports to extract data as required by the customer/base, detailing equipment maintenance costs, logs and lifecycle.

  • Experience developing project packages to include statements of work and detailed estimates.

  • Proficiency with TRANE Tracer/Tracer Ensemble building control systems (BCS).

  • Ability to work with IT/IA to solution secure network design for IOT systems.

  • Ability to complete Security+ within 3-6-month period after being brought on board.

  • Identifies, tracks, and resolves all project risks and issues.

  • Establishes, modifies, implements and monitors systems and procedures to enhance timely and efficient workflow.

  • Experience maintaining several schedules at any given time for various projects in various stages.

Clearance and Certifications:

  • TS/SCI Required.

  • Enrolled in CE with a SF86 in the last 12 months (PLEASE DO NOT APPLY IF YOU DO NOT MEET THIS REQUIREMENT).

  • Program Management Certification: Threshold is PMP; Objective is DAWIA; Both would be Optimal.

  • Proficiency in Microsoft Office Products®, (Microsoft® Project©, Power Point©, Microsoft® Word©, and Microsoft® Excel©).

Required Tools/Technologies:

  • An advocate for Information Technology specific to BMS and IoT systems.

  • The ability to understand and transition complex requirements into practical effective solutions

  • Previous experience collaborating with various stakeholders to meet project objectives, mission goals and ensure the smooth implementation of projects.

  • To the greatest extent possible, possess the historical and practical institutional knowledge of customer facilities, spaces, and mission critical infrastructure.

  • Ability to apply principles of project management to developing large, complex schedules

  • Experience working closely with a Project Management Office (PMO) to contribute to processes for continuous improvement.

This job operates in a professional office environment and has a noise level of mostly low to moderate.
