Job Summary

This HR Business Partner / Program Manager will design, lead, support and manage the Bell Textron Student Pipeline overseeing student employees, with projected growth year-on-year. This position will implement the talent pipeline, as well as manage, maintain, and administer the program overall, be responsible for the strategic decision making, and the program’s human resources programing and day-to-day requirements as outlined in the SOW. This role will encompass planning implementing, and evaluating student employee relations, policies, and practices. This position is also responsible for a variety of transactional administrative duties including processing Criminal Background Checks (CBCs), Drug Screens, Payroll, etc. The incumbent will be a UTA Employee, office is located onsite at Bell, and will represent UTA.

Salary offering within the range of $65,000 to $75,000.

Essential Duties and Responsibilities

  • Responsible for the onsite project leadership and program management by ensuring implementation program timelines are met, project activities are completed on time and within budget, ensuring timely deployment and working within Bell compliance.

  • Lead and perform core HR functions to support the talent pipeline management to include the recruitment and hiring of student employees, oversee/manage student payroll (process and verify), posting positions in Applicant Tracking System, collecting resumes, screening student applications, managing their onboarding, ensuring performance reviews, assessing role progress and knowledge transfer and assessing student impact of the program for Bell.

  • Manage employee relations, including feedback conversations, exit interviews, etc. with student employees regularly.

  • Manage onboarding processes for student employees.

  • Orientation, CBC’s, Drug Screens, etc.

  • Heavy data entry in external systems.

  • Create assessment tool/performance review/exit interview templates and processes to effectively utilize to evaluate student employees work and overall performance regularly.

  • Responsible for day-to-day risk assessment activities communicating those risks and implementing mitigation plans, if necessary.

  • Provide timely information and responsible for all reporting for UTA and Bell as required in the SOW.

  • Design and maintain a filing and retrieval system to maintain student records.

  • Design approaches and develop strategies to help Bell business leaders make decisions to build and update the program ongoing.

  • Serve as point of contact/departmental liaison with internal and external constituents on all aspects of the program.

  • Coordinates and partners with UTA and Bell stakeholders (includes faculty/staff/students/Bell HR/Bell Hiring Managers) to ensure cross function group execution.

  • Point of contact for internal HR community supporting the program.

  • Track and monitor budget for Bell Pipeline Program.

  • Other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree (or higher), or equivocal education/work experience.

  • Five (5) year of experience in a full-time, HR professional position.

  • Demonstrated leadership and management skills.

  • Excellent oral and written communication skills and attention to detail.

  • Solid organizational, decision making, problem solving, and critical thinking skills.

  • Analytical and financial acumen.

  • Ability to manage a heavy workload.

  • Proficient in MS Suite – Word, Excel, PowerPoint, and Outlook.

  • Ability to exercise initiative and independent judgement (work independently).

Preferred Qualifications

  • Experience with UTShare, PeopleSoft and applicant tracking systems and managing talent pipelines.

Knowledge, Skills and Abilities

  • This position will perform work pursuant to a federal government contract.

  • Only individuals authorized to perform work pursuant to federal government contracts will be hired for the position.
