What You Will Do :
The Portfolio Manager will lead, build, and develop security assistance programs intended to build partner capacity of security sector forces globally and tackle emerging security challenges. The Portfolio Manager also works closely with an array of government counterparts in the U.S. and abroad to design and execute new program activities and to align with interagency processes and legislative authorities. Successful candidates will have experience with U.S. Department of State (or Department of Defense) foreign assistance and security cooperation programs, policy analysis, and program management. Candidates must also understand the various international regimes and policies related to security sector reform, defense institutional capacity building and security cooperation activities.
This position will also support training requirements to deploy technical subject matter experts abroad as well provide data support for the division to capture information from ongoing projects (and improve data management practices within the office). This could include providing support for monitoring and evaluation of ongoing projects, displaying data more effectively to evaluate progress against a specific foreign policy objective, supporting project management tools, or other tasks as needed.
Candidates will possess effective diplomatic, time management, and oral and written communication skills and bring order and structure to general or ambiguous tasks or opportunities. Successful candidates must be able to manage multiple, parallel tasks, operate effectively in a matrix organization, have a strong work ethic, and the ability to work autonomously in a fast-paced environment.
Duties and Responsibilities include:
Managing program oversight and coordination of multiple, large-scale, global projects
Identifying opportunities to tackle emerging security challenges and developing new projects that align to policy priorities
Drafting program strategy, objectives, scopes of work, and required tasks for implementing partners
Liaising with respective State regional and functional bureaus and geographic combatant commands
Developing briefings and reports, and contributing to bureau wide taskers and congressional notifications
Briefing high-level officials within U.S. interagency on programmatic activities
Cooperating with partners in the U.S. government and attending interagency and international meetings to ensure engagements are well coordinated with other U.S. programs
What You Will Need :
An ACTIVE and CURRENT SECRET federal security clearance
Master's degree in business, public administration, public policy, international relations, international development, international security studies, political science, or equivalent plus FIVE (5) years of relevant experience OR -
Bachelor's degree in business, public administration, public policy, international relations, international development, international security studies, political science, or equivalent plus SEVEN (7) years of relevant experience
FIVE (5) years of experience in managing large/complex programs
Willingness to travel internationally 2-3 times per year
What Would Be Nice To Have :
Knowledge and experience related to security sector capacity building
Understanding of U.S. security sector capacity building, security assistance, and/or U.S. foreign policy
Experience working with the Department of State, Defense (or other national security agency)
Experience with monitoring and evaluation; working knowledge of logical frameworks and theory of change
Ability to assist in coordination at all levels between State, DoD, and other interagency stakeholders to exchange information and prioritize program activities
Skill in oral and written communication to prepare and present analyses, draft talking points, and develop other program reports and documents for senior State and DoD officials
