Job/Position DescriptionUnder the direction of the RLHO Information Systems Manager, the CMIS Training Specialist manages creation and maintenance of a training program for the DSHS case management and case investigation system (CMIS), myInsight. The RIS group is responsible for project management and execution, ensuring information security and coordination with IT teams and the RLHO Analytics group to ensure maintenance and optimization of TxS2, CMIS, and Qualtrics. The RIS group is part of the Analytics and Information Management Unit within the RLHO Division. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.The CMIS Training Specialist is responsible for:and#149;Designing, developing, and deploying computer-based and interactive e-learning curricula and training modules for CMIS users through a variety of tools and applications, including audio, video, animation, narrated presentations, podcasts, webcasts, simulations, and virtual learning environments.and#149;Identifying user training needs and coordinating and establishing e-learning curricula and training schedules.and#149;Developing assessment tools to evaluate the effectiveness of training programs.and#149;Maintaining accurate and complete training records as required to correctly document staff training. and#149;Creating and maintaining a training database to track employee compliance with required training.and#149;Analyzing training content and making updates to e-learning tools based on federal and state accessibility policies.and#149;Maintaining the training strategic plan and contributing to policies and procedures related to CMIS training and e-learning tools to ensure quality and consistency.Registrations, Licensure Requirements or CertificationsKnowledge Skills Abilitiesand#149;Knowledge of principles and practices of training. and#149;Knowledge of e-learning platforms. and#149;Skill in effective verbal and written communication.and#149;Skill in evaluating the quality and effectiveness of employee training programs and analyzing results.and#149;Skill in facilitating workshops, training sessions, and meetings.and#149;Ability to assess training needs. and#149;Ability to design, develop, and deliver training programs for IT applications in various formats. and#149;Ability to create engaging and immersive learning resources.Initial Screening CriteriaGraduation from an accredited four-year college or university with major coursework in instructional design, education, communication, human resources, organizational development, information technology, or related fields is required.Experience in using e-learning software programs, including ARTICULATE 360, STORYLINE 3, ADOBE CAPTIVATE or LECTORA 19 to create training courses for IT applications.Preferred:Experience creating training for health information systems (e.g., electronic health records or surveillance systems ).Additional InformationThis is a temporary position and expected to last up to July 31, 2026.
