TEXAS WORKFORCE COMMISSION Purchaser (Telework) in Austin, Texas

Who You Are: The ideal candidate has strong verbal and written skills, excellent customer service, and must be a team player, and must live in or be willing to relocate to Texas to be considered for this position. The candidate will have a secure, dedicated workspace with Internet service, ability to maintain a reliable and consistent work schedule, and availability for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

What you Will Do: The Purchaser IV performs highly complex (senior-level) purchasing and procurement work. Work involves planning, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and monitoring the maintenance of detailed records of items purchased, received, prepared, and issued. Provides technical assistance to program and administrative staff on procurement methods, tools, and contract issues. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

You Will be Trusted To: - Perform an array of technical, research, planning, and administrative activities related to agency procurements and contracts, including interviewing agency program and administrative staff to elicit the information needed to develop a strong, effective scope of work, to identify an appropriate procurement method, to describe deliverables, to develop a work plan, and to identify meaningful performance measures for use by procurement and contract management staff. - Assist in the collection, organization, analysis, and/or preparation of materials need to develop specifications for the purchase of goods and services. - Serve on behalf of the senior procurement and contract administration staff in resolving issues with vendors. - Conduct surveys and/or research to determine appropriate specifications to meet end user needs in the development of a solicitation. - Review and evaluate information on goods and services to develop strong solicitation instruments. - Assist in developing project budgets by evaluating market information on goods and services required. - Coordinate and collaborate with program staff in planning, development, implementation, analysis, and documentation of procurement and contracts. - May recommend procurement options to meet end-user needs. - May assist in the developing policy and procedure manuals. - Perform related work as assigned.

You Qualify With: -Graduation from high school or equivalent is required plus two years of experience in the purchasing and procurement of goods and services. -One year of full-time qualifying experience may be substituted foreach year (30 semester hours) of education.

You Are a Great Fit With: - Certified Texas Purchasing Manager or Certified Texas Contract Developer. -Three years of government purchasing experience. - Experience drafting requests for proposals, requests for offers, requests for information, invitations for bid, sole source justifications, requests for proposals. - Knowledge of DIR IT commodities and services offerings and programs, submitting SOWs for DIR review, and the DIR exemption approval process.
