GENERAL DESCRIPTION Performs legislative and consultative work, serving as a liaison between a state agency and governmental and legislative entities. This position works in a hybrid work environment where employees must be able to work physically in the office as needed, and/or at home, depending on business needs. ESSENTIAL JOB FUNCTIONS Participates in agency activities related to the legislative session; attends legislative hearings and meetings with legislators, legislative staff and other legislative liaisons Provides consultative services with respect to the agencys legislative matters, including assistance with preparing legislation, fiscal notes, reports and bill analyses for legislative consideration Manages and coordinates the agencys legislative bill tracking system, assisting subject matter experts with bill tracking and analysis and cost estimates for fiscal notes Coordinates agency interaction and testimony before legislative committees Coordinates and prepares responses to legislative inquiries and disseminates other information as necessary to support agency initiatives Communicates with legislative support and executive agencies regarding matters of public interest and agency functions Monitors legislative activities affecting agency operations, including standing and interim committees, communicates relevant information to agency management Provides support for the agencys implementation of statutory, regulatory, legislative, and organizational changes Coordinates intergovernmental relations assignments with other in a spirit of teamwork and collaboration to develop and implement solutions necessary to support the agencys mission Performs related work as assigned DESCRIPTION OF LEVELS Government Relation Specialist I Performs complex (journey-level) legislative and consultative work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Employees at this level may routinely assist others in performing work of greater complexity. Government Relations Specialist II Performs advanced (senior-level) legislative and consultative work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level may fully perform highly complex legislative and consultative work and may: Develop proper protocol and procedures for communicating with legislators and staff Prepare reports on newly enacted laws and pending state and federal legislation Identify needs for legislative training and develop, schedule, and conduct that training for employees within an agency Qualifications: MINIMUM QUALIFICATIONS Government Relations Specialist I - Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment and two years experience working with the legislature Government Relations Specialist II - Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment and more than two years experience working with the legislature Experience working with the state legislature, the U.S. Congress, legislative staff, or research services. PREFERRED QUALIFICATIONS Four or more years of experience with the Texas state legislative process, including work for state legislators, governor, lieutenant governor, speaker of the house, or governmental agencies in performing legislative work. Strong knowledge of Texas legislative process, including the appropriations process. Advanced degree in public affairs, public administration, law or related field. REGISTRATION, CERTIFICATION, OR LICENSURE Valid drivers license. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of state and federal legislative processes and state government administration. Skill in compiling, evaluating and presenting legislative information; in problem solving and negotiating; in policy analysis and research; and in the use of a computer and applicable software. Skill in effective oral and written communication, with sound judgment in the release of information. Skill in effectively communicating agency policies and procedures to elected officials, staff, and other state agency personnel in a prompt and professional manner. Skill in handling multiple tasks, prioritizing, and meeting deadlines. Ability to acquire knowledge of agency programs, policies, objectives, technology, terminology, and research methods. Ability to receive and respond positively to constructive feedback. Ability to work cooperatively with others in a professional office environment.
