CAPPS Recruit: https://capps.taleo.net/careersection/ex/jobsearch.ftl?lang=en General Description: Serves as a vital member of the Texas Veterans Commission (TVC) Veterans Employment Services (VES) in direct support of its director. Position will perform highly complex (senior-level) managerial work administering the daily operations and activities of the department; helps establish goals, objectives, and the development of departmental guidelines, procedures, policies, rules, and regulations; develops schedules, priorities, and standards for achievement of departmental goals; coordinates and evaluates departmental activities; develops and evaluates budget requests and monitors budget expenditures. Serves as a secondary point of contact with Workforce Boards and the Texas Workforce Commission in negotiating, establishing, and maintaining board contracts. Assigns and supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance. Essential Duties and Responsibilities: Manages day-to-day activities of HQ Operations. Supervises HQ Program Specialists and their operational administrative activities. Coordinates with District Managers to carry out the goals and policies for the program. Assists in the preparation of the Department of Labors Jobs for Veterans State Grant (JVSG) State Plan, modifications, and Special Initiatives annually. Assists in the coordination, development, and implementation of contracts related to partnership with the Texas Workforce Commission and the 28 Local Workforce Development Areas. Act as liaison with TVC Training and Communications departments to support VES initiatives and staff. Represents the agency in the Texas Workforce Investment Council, supervises the preparation of reports, and assists in the creation and development of initiatives. Coordinates various training events as required by the JVSG or as deemed necessary by the Director. Represents the department in the Texas Coordinating Council for Veterans Services. Conducts employee performance evaluations and recommendations for personnel actions. Prepares administrative reports, studies, and specialized projects. Provides technical assistance to staff and agency partne s to ensure the efficient and effective operations of the Department. Serves as agency liaison to other agencies concerned with veteran rights and responsibilities. Assists in the development and recommendations of departmental guidelines, procedures, policies, rules, and regulations, and monitors compliance with policies and procedures. Participates in the development of departmental goals and objectives. Performs related work as assigned. Work hours other than 8 a.m. to 5 p.m. may be required. Bachelor's Degree with major course work in operations management, business management, contracts management, or a related field and two (2) years of related experience, OR Master's or Doctoral Degree with major course work in operations management, business management, contracts management, or a related field and one (1) year of related experience OR Six (6) years of related experience in operations management, business management, contracts management, or a related field. Minimum Experience: Related experience in operations management, business management, contracts management or related field. NOTE: Applicants must be a Veteran who served on active duty for a period of more than 180 days and was discharged/released with other than dishonorable discharge; OR a Veteran who was discharged/released from active duty because of a service-connected disability. Experience working with contracts and budgets is strongly preferred. Experience with Microsoft Office Suite strongly preferred. Knowledge, Skills, and Abilities: Knowledge of DOL laws, regulations, procedures, and protocols. Knowledge of the Texas Workforce Commission. Knowledge of the American Job Centers. Skill in management of highly specialized employees. Skill in identifying measures or indicators of department and staff performance. Skill in interviewing and providing exemplary customer service. Skill in critical thinking. Skill in operating personal computers and applicable software. Skill in public speaking and making material presentations to an audience. Ability to supervise department staff and operations with limited supervision. Ability to gather, assemble, correlate, and analyze facts, to devise solutions to problems; to prepare concise reports; to help develop and evaluate policies and procedures. Ability to accurately review and evaluate contracts and budgets for completeness and acceptability based on statutes, rules, policies, and procedures.
