What You’ll Be Doing

Nathan, a Cadmus Company is actively seeking a Project Director for its USAID Regional Inclusive Digital Ecosystem (RIDE) activity from USAID’s Regional Development Mission for Asia (RDMA) under Digital Forward.

Nathan was awarded the USAID Digital Forward Activity, which aims to provide tools and technical assistance to USAID Missions and Washington Operating Units to ensure that digital initiatives are incorporated into USAID programs and activities. Digital Forward will also provide the tools needed to advance digital initiatives that enhance digital security and economic prosperity in partner countries, while safeguarding individual rights, freedom of expression, and democratic norms and practices.

USAID RIDE is an activity from USAID’s RDMA under Digital Forward. A five-year program, RIDE is envisioned to leverage the dynamism of the Southeast Asia digital economy to promote a more inclusive, safe, reliable, and open digital ecosystem. RIDE will focus on strengthening the policy environment, supporting innovations that better safeguard consumers, and promoting equity and inclusion in the digital ecosystem.

As the program’s key point of contact with USAID and other stakeholders, the Project Director will coordinate technical activities with an Activity Manager at USAID/RDMA. In consultation with the Activity Manager, the Project Director will manage and oversee RIDE staff, short-term consultants, and agreed work products related to RIDE staff, external consultants, and partners. The Project Director may also be responsible for the implementation of specific technical tasks within the Activity (to be determined according to needs and expertise). The Project Director will oversee overall Activity operations including project management, administration, oversight, reporting, financial and contractual obligations, contractor progress, and performance monitoring and evaluation.

The duty station for this position is Bangkok, Thailand with expected travel throughout Southeast Asia and other countries in the Asia Pacific upon request.

Responsibilities

  • Provide overall leadership, management, and technical direction for all RIDE activities

  • Serve as the main point of contact for USAID/RDMA for the activity, liaising directly with USAID on all technical issues as well as with partners and other donor projects and digital activities in the region

  • Develop and maintain Activity work plans, task timelines, and resource allocation, including ensuring planned technical activities are in line with budgets

  • Have overall responsibility for bi-weekly, quarterly, and annual reports

  • Provide direct oversight over RIDE staff, assign tasks, manage workloads, conduct performance evaluations, and foster a positive and productive work environment for team members

  • Coordinate with the Digital Forward Project Team and Project Director as needed for operational, contractual, financial, technical, and reporting requirements as necessary

  • Assure compliance with contractual, Cadmus, U.S. Government, and Thai regulatory requirements including those of other countries in which RIDE operates

Qualifications

Minimum Qualifications:

  • Bachelor’s degree and ten (10) years of experience managing development activities, or a Master’s degree and/or a Ph.D. and seven (7) years of experience managing development activities, including donor-funded grants and contracts (USAID-funded activities preferred)

  • Experienced at building and maintaining relationships in a multi-stakeholder environment

  • Demonstrated strong interpersonal and diplomatic skills and proven ability to work effectively with USAID mission staff, host country counterparts, international donors, and private sector through co-creation activities

  • Deep understanding of Southeast Asia and regional policy landscape and issues requiredExperienced at engaging across multiple technical sectors within digital development, including at the policy level

  • Proven experience building and managing dynamic, flexible teams

  • Ability to travel throughout Southeast Asia and potentially the broader Indo-Pacific

Preferred Qualifications:

  • Understanding of digital standards, cybersecurity, online rights/safety, responsible technology practices, emerging technologies, and digital accessibility and inclusion preferred

  • Solid understanding of USAID rules and regulations governing project compliance, procurement, and financial management preferred

  • Experience working in Southeast Asia and with ASEAN entities is highly preferred

  • Basic understanding of Thai is a bonus (but not required)
