This position is located in East Baton Rouge Parish. The Veterans Assistance Counselor Supervisor will serve as the office manager. The Incumbent functions in a public relation capacity in the parish where assigned. Directly supervise VAC 1/2 and may supervise an Administrative Assistant. Direct supervision comes from Regional Manager.

This position will be filled by a current, permanent LDVA employee.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in veterans' service work, public benefits claims examining, social services or human resources.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NECESSARY SPECIAL REQUIREMENTS:

Must be honorably discharged veteran of the United States Armed Forces. Service must have been on an active full time basis.

NOTE:

Any college hours or degree must be from an accredited college or university.

To supervise the counseling of veterans and their dependents in obtaining health, employment, educational, and fiscal benefits.

Broad review from a Veterans Assistance Regional Manager.

Direct-line over Veterans Assistance Counselors and clerical employees.

Job Distinctions:

Differs from Veterans Assistance Counselors by the presence of responsibility of supervising Veterans Assistance Counselors and of managing a parish office.

Differs from Veterans Assistance Regional Manager by the absence of responsibility for managing a region of Veterans Affairs parish offices.

Examples of Work

Supervises fiscal management, operating procedures, and personnel staff in a Veterans Assistance parish office. Submits periodic written reports reflecting the total office production.

Interviews veterans or their dependents to determine entitlement to benefits, gathers supporting documentary information, and processes claims through the U.S. Department of Veterans Affairs to a justifiable conclusion.

Assists subordinate Veterans Assistance Counselors in the more complex aspects of laws and regulations governing the interpretation for veterans and their dependents.

Provides consultation to veterans' organizations in the formulation and implementation of veterans' service programs.

Promotes public interest by participating in conferences, speaking engagements, and meetings.

May serve as relief service officer by providing coverage of offices in the absence of regularly assigned professional employees.
