Bedford County Commissioners Director of Elections in Bedford, Pennsylvania

The Bedford County Elections Office is currently seeking a full-time Director of Elections. This is a key position in County Government, overseeing the entire elections process, under the direction of the Board of Commissioners and the Elections Board.

The position involves complex work in all phases of elections and voter registration. This position supervises the Administrative Assistant within the Elections department.

Administers all aspects of primary and general elections pursuant to election law to ensure a correct and secure election, supervision of voter registration system and maintenance of election records/files. All election work is performed within the guidelines established by the Pennsylvania Department of State/Bureau of Commissions, Elections and Legislation. The candidate must have strong people skills; be detail oriented; well organized; able to handle several job functions at once in order to meet established, stringent deadlines.

ESSENTIAL FUNCTIONS (Illustrative Only)

  1. Complete required training for the elections via vendor; currently Dominion Voting Systems

  2. Supervises the maintenance and accuracy of Voter Registration records in the SURE system according to Department of State/Bureau of Commissions, Elections and Legislation, including but not limited to:

a. New voter registrations

b. Changes to voter registration records

c. Transfer of voter registration records in and out of Bedford County

d. Department of Health death notices

e. Maintain obituary notices scanned into the SURE system

f. Filing of all documents; applications, death notices, transfers and so forth

  1. Process voter correspondence initiated by the SURE system, including but not limited to:

a. PA ID Cards and Duplicate ID Cards (BULK MAIL)

b. PA-CAVN (Out of County)---First copy sent to voter; second copy sent to receiving county with voter registration card

c. 5-Year Notices

d. Application Declined-Ineligible

e. PA-Cancel Notice Prior County

f. PA-HAVA letters of various content

  1. Importing and exporting files from SURE system to the printer (NPC) National Printing Company

  2. Research & application of Election Law using resources such as County Solicitor, Purdon's, & Department of State contacts

  3. Back-up, reset, reprogram all election equipment, schedule maintenance of machines and prepare for the Logic & Accuracy testing

  4. Provides oversight of secure preparation, transportation, storage and management of voting apparatuses, tabulation equipment and required polling place materials.

  5. Organize and administer required annual Poll Worker training and New Poll Worker training, as needed

  6. Schedule canvassing of ballots

  7. Maintain meticulous records of municipal and county elections to include office and terms, resignations, and appointments

  8. Maintain yearly record of Campaign Finance Reports filed by candidates; as well as Statement of Financial Interest forms

  9. Maintain meticulous file for each election cycle, documenting adherence of required report filings and duties

  10. Prepare accurate ballot information for transmission to ballot production vendor, proof vendor test ballots for accuracy and final approval

  11. Transmission of approved production ballots from vendor to printer

  12. Prepare election database in Tally, zero reports and election night reporting in the SURE Portal

  13. Update Voter Registration statistics in Tally and to Department of State

  14. Notification to election winners or municipality, preparation of Oath of Office and Certificate of Election

  15. Schedule and hold Casting of Lots as necessary for any tie election offices in the Primary election

  16. Prepare ballot manifests

  17. Prepare annual reports to the Department of State as required

  18. Ability to obtain Notary Public certification and perform related tasks

  19. Certify the votes w th the Department of State and complete the certification through the SURE Portal and with SURE

  20. Prepare annual budget requests

  21. Other duties as assigned

COMPETENCY

To perform this job successfully, an individual must possess the ability to understand and implement principles and practices of voter registration, election laws and regulations. Ability to plan ahead, develop operating procedures, delegate tasks, and supervise the work of others. Time management; multi-tasking; active learning of latest information and positive communication skills are necessary to perform this job successfully. Position requires meticulous attention to detail in completing work tasks with accuracy; and possess sound judgement in decision making with utilization of available resources. Must possess knowledge and experience with Microsoft Office and the Internet. Implement election specific software after Department of State and/or County provided training.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; feel, talk and hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must be able to lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
