The Dean provides a vision for City College and is responsible for strategic planning and fiscal, personnel, and resource management. The Dean leads the College in efforts to increase student enrollment and expand student success strategies that improve retention and graduation rates. The Dean will be committed to fostering faculty and staff professional development. The Dean will have a passion for the transformational role of education at all levels, as well as the key responsibility of City College in meeting local, regional, state, and national workforce needs. The Dean will work closely and collaboratively with City College faculty to develop and strengthen high-demand academic programs and credit and non-credit workforce development initiatives. The Dean must effectively communicate the strengths and accomplishments of City College to internal and external constituents and facilitate partnerships with local, state, national, and international entities, including school districts. The Dean will play a key role in securing resources (grants, contracts, philanthropic dollars, etc.) in support of City College students, faculty, and programs.The PositionMontana State University Billings (MSUB) invites applications for the position of Dean of City College from interested individuals from diverse perspectives and backgrounds. City College is the two-year arm of MSU Billings and is the largest of MSUB’s five academic colleges. The College offers workforce and applied technical and career education via industry workforce training, certificate and associate of applied science programs, and university-transfer opportunities via associate of science and associate of arts programs. City College also plays a primary role in serving local high school dual enrollment students. The Dean is the chief academic officer of City College and provides academic and administrative leadership for faculty, staff, and students. The Dean reports directly to the Provost and Vice Chancellor for Academic Affairs, provides a vision for the College, and is responsible for strategic planning and fiscal, personnel, and resource management. Associate degrees and certificates are awarded in a variety of disciplines within health, safety, transportation, industry, business, computers, and general studies. Several academic programs possess specialized accreditation. Signature programs include Nursing, Radiologic Technology, Sonography, Computer Programming & Application Development, Process Plant Technology, Welding, and Auto Collision Repair & Refinishing. City College faculty and staff maintain partnerships with members of the local and regional workforce to ensure graduates obtain relevant knowledge and skills to meet their evolving needs. As an embedded two-year college, City College also prepares baccalaureate-seeking students to transition to the University campus. This position is an opportunity for a dedicated and experienced academic administrator to lead a vibrant two-year college within a supportive and innovative comprehensive university.DUTIES and RESPONSIBILITIES:Leadership Responsibilities•Provide visionary leadership focused on ensuring academic excellence, preparing an employable workforce, furthering student success, and creating a learning-centered environment.•Create and promote a campus climate that is built on trust, and one that respects and values the diversity, dignity, and contributions of all people; assure a climate of participatory governance and collaboration.•Promote teaching, learning, and student success through innovative approaches to basic skills development, four-year transfer programs, vocational programs, workforce development programs, interdisciplinary initiatives, and student support services. Forge strong partnerships and coalitions within MSU Billings, the greater community, and with area leaders and representatives of business, industry, tribal entities, and governmental and educational institutions (K-16).•Work collaboratively with all City College constituents to formulate a vision and five-year plan for fundraising in support of City College students, faculty, staff, programs, and activities.•Work closely with the Provost and collaboratively with colleagues at MSU Billings to develop a vision and working model for the office of Workforce Development and Lifelong Learning.•Maintain and nurture a college advisory council. As appropriate, ensure program advisory councils are constituted and actively engaged.Management Responsibilities•Oversee student, faculty, and staff success efforts and initiatives Oversee the development of the City College annual budget and ensure the college operates under a balanced budget.•Serve as the Building Manager for City College buildings, including the Tech Building, Health Sciences Building, and associated physical facilities.•Supervise direct reports, including:oCity College Department ChairsoNursing Program DirectoroBusiness Manager Coordinator of Workforce Development and Lifelong Learning, supporting entrepreneurial activities, grant writing, and workforce development activitiesoAssistant to the Dean and Department ChairsoDepartment of Labor Nursing Expansion Grant DirectoroEquipment/Supply Technician (Tool Room)•Oversee recruitment, selection, orientation, onboarding, evaluation, and professional development of full-time and part-time/tenure-track and non-tenure track faculty.•Encourage the expansion of curricula to include employer-focused programs by guiding the College to adopt more demand-oriented and market-informed strategies for program development and have programs in place to meet present demands and rapidly respond to future demands when they arise.•Ensure that City College operates within a culture of evidence, strengthening and monitoring formal and informal assessment measures throughout all programs and ensuring use of assessment data in curricular changes and revisions.•Disseminate information concerning the college’s successes and challenges to the college faculty and staff, the provost, and college advisory council on a regular basis.Other Responsibilities•Actively participate in and represent City College on campus (Chancellor’s Jacket Leadership Team, Deans Council, Provost Council, Union-Management Committee, etc.), system-level (Two-Year College Group, Board of Regents meetings), and community board meetings, committees, and activities.•Oversee non-credit offerings and entrepreneurial activities offered through the office of Workforce Development and Lifelong Learning•Oversee activities of grant-funded programs.•Other duties as assigned.QUALITIES:The Dean of City College will be a strategic, innovative, collaborative, collegial, and inclusive leader and partner, who works with multiple constituent groups to serve the needs of students, faculty, and staff at City College.PHYSICAL DEMANDS:Requires sufficient mobility to work in a college with hands-on programs and operations, operate office equipment, able to lift, push or pull at least 40 lbs. Additional physical demands may include: stooping, kneeling, crouching, and reaching overhead and horizontally, repetitive hand movements, sitting for extended periods of time, and 6-8 hours of screen time per day.Appointment Date/SalaryThe University seeks to fill this position by January 1, 2025.
