QUALIFICATION REQUIREMENTS:Applicants must attach to their application individual responses addressing each requirement separately.

(3) Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation. If a selected candidate does not have a current favorable T3, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.(At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)

Knowledge, Skills and Abilities (KSAs)

Applicants must have a minimum of 18-months of specialized experience performing related to the duties as specified below. In your detailed, individualized responses describe your civilian and military education, training, and work experience as it relates to each KSA that demonstrated your related experience. KSA responses assist in verifying your qualifications and determining the best-qualified applicants.

(1) Thorough knowledge of the proper technical and safety practices relating to the electrical field.

(2) Knowledge of the National Electrical Code.

(3) Skill and ability to interpret basic sketches, complex control schematics, detailed blueprints, and specifications relating to the electrical field.

(4) Ability to safely use hand and power tools associated with the electrical field.

(5) Skill and ability to troubleshoot and repair complex electrical systems, fire alarm systems, and suppression systems and their controls.

(6) Ability to be effective and efficient in organizing, planning, and scheduling projects to achieve maximum production.

(7) Ability and skill to proficiently estimate labor man-hours and materials accurately for electrical jobs using acceptable estimating standards.

JOB TITLE: ELECTICAL TECHNICIAN

TEMPORARY GROUP POSITION

SALARY GRADE: NGA-8

INTRODUCTION:This temporary position is assigned to Base Civil Engineering (BCE), Idaho Air National Guard, within the State of Idaho - Military Division. The primary purpose of these positions is to provide mechanical and electrical maintenance, technical troubleshooting, and repair support to the customers of the BCE.

DUTIES AND RESPONSIBILITIES:

  1. Performs electrical recurring maintenance; routine, urgent, and emergency repairs on a wide range of various electrical systems including building electrical systems, fire alarm and suppression systems, and special power sources (400 HZ and 28 VDC).

  2. Performs general electrical construction, bending and installing various types of conduit, pulling conductors, installing and connecting various types of electrical equipment and fixtures, installing fire and security systems.

  3. Troubleshoots and repairs or replaces electric motors, line starters, motor controls, light fixtures, fire suppression systems, security systems, and specialty power systems.

  4. Installs complete wiring systems in accordance with city, state, and national electrical codes. Installs fire alarm systems according to NFPA codes and NGB guidelines.

  5. Interprets mechanical and electrical blueprints, engineering and architectural drawings and project specifications; recognizes standard electrical symbols used in design; performs material take-off and prepares bill of materials, estimates labor requirements; applies knowledge of industry electrical codes to prepare layouts, sketches, and technical plans.

  6. Safely utilizes and operates tools and equipment commonly associated with the electrical trade, and specialty equipment such as laptops, harmonics meter, vibroground, and volt-amp recorders to trouble shoot and evaluate systems. Uses appropriate PPE for Arc Flash conditions.

  7. Accurately estimates time and materials for electrical jobs using acceptable estimating standards.

  8. Performs other related duties or projects as necessary or assigned. May also include seasonal groundskeeping duties as necessary or assigned.

SUPERVISORY CONTROLS:The incumbent works directly for the BCE Shop Supervisor with direction from the Team Leader, and uses applicable regulations, policies and procedures for technical guidance.

PERSONAL CONTACTS:Works closely with military and Federal Technician personnel of the Idaho National Guard. May have personal contact with many individuals at all levels of government and in the private sector.

WORKING CONDITIONS / PHYSICAL EFFORT:Works inside and outside in inclement weather, on icy, wet, and slippery surfaces, and in temperature extremes. Subject to the dangers from exposure to high noise levels and high voltage. May work irregular hours. Physical efforts include climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions. Requires moderate to strenuous physical exertion. Independently lifts heavy equipment and components weighing up to 60 pounds; lifts items weighing over 100 pounds with assistance.
