The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. The Land and Water Conservation Fund Grant Program (LWCF) is administered on behalf of the National Park Service (NPS), an agency of the Department of the Interior, for Massachusetts by the Division of Conservation Services. The LWCF program provides grants to states and local governments and federally recognized Indian tribes for the acquisition and development of public outdoor recreation areas and facilities. The program is intended to create and maintain a nationwide legacy of high-quality recreation areas and facilities and to stimulate non-federal investments in the protection and maintenance of recreation resources across the United States. Since 1965, LWCF grants have been used to fund over 575 different parks and outdoor recreation areas across the Commonwealth of Massachusetts. The LWCF Stateside Coordinator will work to continue this legacy of outdoor recreation by administering the grant program. The Stateside Coordinator will: 1. Coordinate the annual solicitation and competition for proposals, which is done with the assistance of a review committee, including the Alternate State Liaison Officer. Solicitation of proposals includes working with eligible entities on developing quality proposals (particularly those from underserved neighborhoods), hosting grant workshops throughout the state, reviewing and rating grant applications, and coordinating Massachusetts’ review and approval of grant applications; 2. Manage National Park Service review and approval of Massachusetts’ grant applications through the submission of federal grant application packages; 3. Contract with grantees on new projects, coordinate reimbursements between the grantees and the federal government, and fiscally close out projects upon completion; 4. Ensure Massachusetts’ compliance with the requirements of the Land and Water Conservation Fund Manual; 5. Implement the Statewide Comprehensive Outdoor Recreation Plan and the Open Project Selection Process, and, every five years, update both documents, which are used to survey outdoor recreation needs of the Commonwealth’s residents and describe how LWCF funds will be distributed; 6. Host and attend conferences and workshops as required; and 7. Other duties as assigned by the Alternate State Liaison Officer. * * Preferred Qualifications: 1. Knowledge of the Land and Water Conservation Fund Grant Program. 2. Knowledge of the terminology and standard abbreviations used in federal grant programs. 3. Knowledge of the principles and practices of land conservation, climate change, and environmental justice. 4. Knowledge of the terminology and standard abbreviations used in land conservation. 5. Knowledge of the social, economic, and technological factors, trends and problems involved in the conservation of land and natural resources. 6. Knowledge of the terminology, symbols, codes, and standard abbreviations used on maps. 7. Knowledge of the methods of general report writing. 8. Ability to write concisely, to express thoughts clearly, and to develop ideas in logical sequence. 9. Ability to maintain accurate records. 10. Ability to follow written and oral instructions. 11. Ability to communicate effectively in oral expression. 12. Ability to give written and oral instructions in a precise, understandable manner. 13. Ability to deal tactfully with others and establish rapport with persons from different ethnic, cultural and/or economic backgrounds. 14. Ability to establish and maintain harmonious working relationships with others. 15. Ability to work independently. 16.
