Shell Project Engineer in Buenos Aires, Argentina

Purpose and Accountabilities:

Background

Shell Argentina is a rapidly growing asset that is currently attracting the largest CAPEX of Shell’s global Lean Assets, at $750mln / yr. Shell is currently the 2nd largest Unconventional player in Argentina only to the National Oil company.

The Shell Argentina Unconventional Asset consists of two Shell Operated Assets (SOV), and two Non-Operated Assets (NOV). The Shell Assets currently consist of one Oil block operating with 2 Central Process Facilities with a capacity of 42kbopd, and a network of wellpads, gathering lines, export pipelines, water supply systems, etc. The continual development, brownfield and expansion of the asset are all opportunities.

The second Shell Asset is in the process of executing a Gas Condensate 15kbopd and 70MMscfd Early Production Facility with all associated facilities, as ongoing appraisal defines the extent of future facilities.

The two NOV assets, consists of one with the National Oil company YPF in development, and the other with an IOC in Appraisal. Shell holds a strategic position with its facilities and blocks.

The Projects Organization in Argentina is embedded within the asset as is responsible to develop projects in line with the business requirements. These include Greenfield, Brownfield, and GhG projects.

Accountabilities

The Project Delivery Engineer (PDE) will provide project management supervision to define and execute infrastructure onshore projects. The PDE is single point accountable for Safe (Goal Zero) and Top Quartile (TQ) delivery of projects in their area of responsibility, including design, procurement, fabrication, construction, installation, commissioning, start-up, and final handover acceptance. They provide project coordination support to Construction, and Operations Readiness teams.

A diverse suite of project opportunities within the Define and Execute project phases of the Argentina Projects Team portfolio will provide growth, learning, and broad networking opportunities.

Projects could include the development of: CPFs, Export Oil and Gas Pipelines, Natural Gas Liquid sales, Water Supply and Disposal, Infield Gathering Lines, Electrification, Artificial Lift, Compression Optimizations, etc.

The person would be expected to have a minimum of Skill, if not Mastery, at the use of the supporting tools such as Decision Quality, Benchmarking, Lean Engineering, Digital Technologies, Agile Ways of Working, etc. Demonstration of this experience will be essential.

The Project Engineer will be able to work with multi-disciplinary teams, including remote assurance from Technical Authorities (TAs) Experience working with external Engineering Houses, and the ability to monitor and benchmark their performance will be necessary.

This position is considered an individual contributor with high levels of exposure. There will be situations where it is necessary to lead and/or supervise contractors, and potentially informally Shell personnel. Integrating seamlessly with Project and Natural teams to be viewed as one of the team despite separate reporting lines is required.

Specific accountabilities/responsibilities include:

  • Responsible for interfacing with and managing EP Contractors to deliver detailed design packages for construction, on time engineering deliverables and prompt responses to construction requests for information.

  • Responsible for setting up of various Workshops and Reviews defined in PCAP for the project, participating in Risk Workshops, reviewing and updating Risk Register.

  • Apply framework of various project management processes and procedures (MOC, Interface agreements, etc.)

  • Accountable for expediting and ensuring Quality Assurance and Quality Control of packaged equipment and materials in close coordination with Major Construction Team Lead

  • Responsible for work face planning techniques for multiple projects that support overall delivery of cost effective and on time projects.

  • Accountable for interfacing with construction personnel and contractors to ensure performance is being tracked and continuously improved.

  • Responsible to provide active field construction support during the execution phase and support project engineers when required.

  • Responsible for HSE leadership to ensure hazards are being identified and that adequate mitigations are in being applied.

  • Responsible for project HSE plans and for participation in incident investigations.

  • Responsible for application of Shell Project Delivery Roadmap for projects and delivery of all necessary deliverables in advance of the investment decision, including project scope definition, Cost Estimate, Project Execution Plan and Schedule.

  • Responsible for proactively applying improvement initiatives/learnings across projects as part of the continuous improvement to drive top quartile and goal zero safety performance.

  • Responsible for ensuring that project forecasting at various stages is accurate and aligned with the approved Capex funding and working with Project Services to update monthly VOWD, LE and MOC’s.

  • Responsible to develop project related reports and Key Performance Indicators to understand and communicate trends in performance. Responsible for weekly status reporting and for monthly project updates on all projects (HSE, cost, schedule, quality, issues, etc.).

  • Responsible for providing project data package and other OR&A deliverables to Operations at the end of each project to assist with Operations/Maintenance and close the projects.

  • Responsible to support the Project Services function in ensuring that project forecasting at various stages is accurate and aligned with the approved Capex funding.

  • Accountable to develop project related reports and departmental KPI's, analyse trends for performance, and to report and/or advise Project Services as required.

  • Accountable for weekly status reporting and for monthly project updates on all projects (HSE, cost, schedule, quality, issues, etc.).

  • Interface to ensure work is captured as part of integrated activity planning for the business.

  • Accountable for providing project data package and other OR&A deliverables to Operation

Experience & Qualifications

  • Minimum B.S. Degree: Mechanical, Civil, Electrical, or Chemical Engineering

  • APM-PMQ, PMI or SPA Assessment Level 1

  • Minimum 10 years’ experience in oil & gas industry related projects

  • Proven track record of managing small and medium size project, responsible for managing part of a large projects, or managing a portfolio of projects.

  • Proven ability in providing clear and decisive leadership in an environment of competing priorities and a complex stakeholder map
