- Provides administrative, regulatory and technical leadership,
regulatory oversight and guidance for stormwater and combined sewer
wet-weather management in the City with a focus on reductions of
stormwater quantity and overall improvements in water quality.

- Plans, organizes, oversees and directs all aspects of the Stormwater
program; coordinate with the public, private businesses, and local,
state and federal governmental agencies regarding the program as
needed.
- Hires and oversees stormwater program staff. Responsible for
compliance with the 6 minimum measures of the Phase II MS4 permit;
preparation and submission of Phase II annual and other reports and
permit application. Implements and administers Chapter 26 ordinance
and associated compliance mechanisms, including creation and
revision of necessary forms and outreach materials, and record
keeping in City database. In collaboration with the Policy and
Programs Advisor, recommends and makes revisions to the ordinance as
necessary for program and policy improvements. Responsible for the
timely review and issuance of approval documents for stormwater
management (construction and post-construction), coordination and
timely performance of inspections, and investigations of compliance
violations under the Chapter 26 ordinance. In collaboration with
Code Enforcement, is responsible for the enforcement of Chapter 26
Ordinances relating to Stormwater Management and Erosion Prevention
and Sediment Control. Meet with design engineers, contractors,
landscapers and residents regarding administration of the Chapter 26
ordinance. Identifies and prioritizes public stormwater retrofits
opportunities then collaborates with the Water Resources Engineering
Team to develop projects which address stormwater quality/quantity
improvement and combined sewer wet-weather mitigation goals or other
regulatory requirements.
- Responsible for the inspection and maintenance of stormwater assets
related to quality and quantity best management, including but not
limited to:
- catch basins outfalls
- stormwater mains
- storage tanks
- infiltration systems
- stormwater treatment systems (ponds, gravel wetlands,
bioretention etc.)
- pervious pavement systems
- Responsible for coordinating regular stormwater outfall inspection
and monitoring, including fulfilling illicit discharge detection and
elimination requirements. In collaboration with other Water
Resources staff, leads the Citys response to illicit discharges to
the separate storm sewer system including reporting, monitoring and
where appropriate, remediation and enforcement. Administers and
oversees the Stormwater Enterprise Fund annual budget; collaborates
with the Division Director and the Director of Operations and
Engineering on recommendations for annual budget and stormwater user
fee rate setting. Review and make determinations regarding
stormwater fee appeals and stormwater credit applications. In
collaboration with the Director of Finance and Customer Care, make
updates to the stormwater billing database. Train or schedule
stormwater and erosion prevention and sediment control training for
city departments, contractors and landscapers who work in
Burlington. Collaborates with regional partners on Adopt-A-Drain and
Blue residential evaluation and grant programs. In collaboration
with the Policy and Programs Advisor, ensures the development and
maintenance of outreach materials and outreach/public involvement
programs and ensures the maintenance of a website and social media
presence in coordinatio with the Public Information Manager and the
Water Resources Customer Care team. Coordinate with other divisions
and City departments, as appropriate, on execution of non-structural
stormwater management programs including residential leaf pick up,
street sweeping and other programs recommended under the Citys
Integrated Quality Plan. Develops and standardizes procedures and
methods to improve and continuously monitor the efficiency and
effectiveness of assigned program, service delivery methods, and
procedures; identifies opportunities for improvement and recommends
to the Director of Operations and Division Director. This includes
developing and tracking metrics for assigned functions. Provide
technical guidance and coordination with other Public Works programs
in response to customer service requests related to drainage issues.
In collaboration with the Policy and Programs Advisor, provides
significant input into the application for and technical management
of grants for stormwater programs and capital improvements.
Depending on volume, may be required to directly administer grant
funded projects/Represent the City at various public forums.
Maintain accurate records and files. Performs other duties as
required.
