Do you have technical experience in the field of Human Resources, and a passion for growth in the HR field? Valley Water is seeking a detail-orientedHuman Resources Technician I/II (HR Tech)to become a vital part of our Total Rewards & Data Analytics Unit within the Human Resources Division.

In this role, you will focus on HR Information System (HRIS) responsibilities, which include analyzing, calculating, processing, and entering payroll transactions. You’ll ensure timely and accurate data entry for bi-weekly payroll, new hires, separations, and retirements, while collaborating closely with our Benefits and Payroll teams to support a smooth employee experience. This position also offers an exciting opportunity to provide direct customer service, responding to inquiries from employees, managers, and other stakeholders across Valley Water.

Key Responsibilities include, but are not limited to:

  • Process and input payroll transactions bi-weekly, ensuring accuracy and timely distribution of required documentation to employees and managers.

  • Ensure compliance with Valley Water policies and Memoranda of Understanding (MOU) when reviewing submitted documentation.

  • Support HRIS system updates, process improvements, and agency-wide changes.

  • Participate in system maintenance and attend update meetings to ensure HR data is accurate and current.

  • Provide timely, high-quality customer service to employees, managers, and the Board of Directors by addressing payroll-related questions.

  • Collaborate with Payroll, Management, Labor Relations, and other departments to resolve pay issues.

  • Coordinate and process new hire documentation, ensuring seamless onboarding.

  • Run and compile basic reports to provide updates to stakeholders.

Ideal Experience:

HR Tech I:One (1) year of increasingly responsible technical and administrative human resources support pertinent to the assignment involving the use of databases/HRIS.

HR Tech II

  • Minimum two (2) years of increasingly responsible experience in technical and administrative HR support, with at least one (1) year of HRIS/database management.

  • Familiarity with Microsoft Office Suite and direct experience with Infor or similar HRIS/ERP systems is highly desirable.

Ideal Skills and Abilities (HR Tech I & II):

  • Strong communication skills, both verbal and written, with the ability to explain complex HR information clearly.

  • Excellent problem-solving abilities, with a proven track record of troubleshooting and resolving HRIS/payroll issues.

  • Impeccable attention to detail and a commitment to maintaining accurate and secure records.

  • Exceptional multitasking skills, with the ability to prioritize competing deadlines and collaborate with cross-functional teams.

  • High level of professionalism and discretion when handling sensitive employee information.

Ideal Knowledge (HR Tech I & II):

  • Principles and practices of HRIS, payroll processing, and employee data management.

  • Methods for data collection, analysis, and reporting.

  • Strong organizational skills with the ability to maintain accurate records and documentation.

Ideal Training and Education (HR Tech I & II):

Equivalent to the completion of the twelfth grade supplemented by college level course work in human resources, business administration, or a related field. Bachelors degree is desirable.

Required License or Certificate

Total Rewards & Data Analytics Unit (Position Code 1018)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
