The Operations Manager reports to the Executive Director, IT Finance & Administration and manages the financial and operational systems, processes, administration, and internal controls in support of BILH IT. This role manages the quarterly reports and financial forecasting of capital and operational IT budgets for HR and financial decision making during the year. Additionally, this role manages the HR functions within IT for approximately 800 employees and contractors including: Employee Lists, Position Control, job requisitions, employee relations, annual review schedules and other HR related activities.

Working with the Manager, IT Finance, this role supports the management of the annual operating and capital budget process and final request for funds.

This role will work collaboratively with IT System Service Leaders, Managers, Human Resources, Recruitment, Compensation and Employee Relations to mitigate IT risk for the organization.

Job Description:

Essential Duties & Responsibilities including but not limited to:

  1. Responsible for the reporting of all IT operating budgets, including aggregation of data and activity reporting on a regular basis to senior leadership. Interacts with all levels of BILH, including senior management and department heads, and is responsible for knowledge of operational and financial policies and procedures.

  2. Possess a thorough knowledge and understanding of established IT policies and procedures and to effectively translate operational plans into methods and processes to be used in the delivery of services, technology planning and support to customers and employees.

  3. Recommends and implements process improvements to ensure that financial reporting addresses the needs of key users and senior leadership.

  4. Manages the consolidated HR activities required for IT including; maintain $64M budgeted IT employee tracking via vacancy lists, posted positions, filled positions, the weekly Position Control approval process and resulting job requisitions. Completes verification of salary recommendations versus budget and coordinates and manages the Service Line annual market reviews as scheduled.

  5. Develops highly sensitive budget/financial models to determine as quickly as possible if expense changes are required to meet annual budget goals.

  6. Develops and manages complex analyses and forecasting of operating expenses, vendors and/or capital to provide decision support to IS Leaders as needed to manage and plan resources and spending, evaluate projects and support vendor negotiations.

  7. Manages and facilitates HR/IT projects and activities in coordination with HR, leads the weekly HR/IT Leadership meeting, supports IT Leadership with new mergers or acquisitions, coordinates annual performance reviews, maintains IT org charts, and manages special requests related to IT employee resources (new/revised job descriptions, employee data validation, reporting structure changes, etc.)

  8. Develops and maintains strong professional relationships with vendors, senior IT leaders, and hospital management.

  9. Provides any additional support required by management and provide coverage for other team members when he/she is not available.

  10. Routinely communicates with senior IT leadership regarding departmental functions and the status of various programs, services, and financial objectives. Attend department meetings as necessary in order to facilitate collaboration and data gathering as required for special projects and analysis in support of the OCIO.

Minimum Qualifications:

Education: Bachelor's or related years of experience

Licensure, Certification & Registration:

Experience: 8 – 10 Years. Strong background in financial analysis and reporting results, preferably within a healthcare setting. Past experience with HR administration

Skills, Knowledge & Abilities: Work requires strong verbal, analytical and interpersonal skills.

Must be able to work well in a team-focused environment and communicate well with colleagues and vendors.
