OVERVIEW

The Programme and Project Partners (PPP) model was mobilised in 2019 with the purpose of transforming major project delivery at the Sellafield nuclear site.

The partnership brings together KBR, Jacobs, Morgan Sindall Infrastructure, Altrad Babcock and Sellafield Ltd to deliver a 20-year pipeline of major infrastructure projects to support the decommissioning of Sellafield and to create a clean and safe environment for future generations.

ENVIRONMENTAL SPECIALIST

Reports to: Environment Manager - PPP Services

Location: Warrington or West Cumbria (Working from home until post COVID recovery). Agile working available

The Role

To deliver the critical success factors and Sellafield’s business benefits, a series of high value complex Multi Project Procurement (MPP’s) framework agreements will be awarded to support projects over the next 18 years. The most important of these MPP’s are identified as Key Delivery Partners (KDP’s) which will provide the critical scopes required to deliver projects and the wider enterprise benefits.

PPP is seeking to appoint an Environmental Specialist, initially the role will be focused on assisting the MPP team, and wider PPP project procurement teams, from Expression of Interest (EOI) stage through to final completion and closeout, including Pre-Qualification Questionnaire (PQQ), Invitation to Tender (ITT), tender responses, tracking of environmental and sustainability KPIs, and carrying out assurance activities on the KDP.

As the role develops the Environmental Specialist will take on responsibility for assisting the development, implementation, and monitoring of environmental objectives for the programme, and assisting in the oversight and direction of the management of Environmental aspects of the programme through the Aligned Delivery Teams (ADT’s).

The position will be based in either Warrington or West Cumbria, although agile working arrangements are available.

The role will report to the PPP Services Environment Manager but will be expected to interface with all disciplines in the MPP team and project personnel in order to successfully deliver the MPP’s.

Role Specific Qualifications, Experience and Skills

Experience, Skills and Knowledge:

• Bachelor’s Degree in environmental management, sustainability, or relevant management discipline; Or,

• Relevant professional accreditation (IEMA, CIWM, CENV or equivalent).

• Previous experience in contractor procurement (PQQ and ITT practices) is an advantage.

• Experience in creating and undertaking audits.

• Good IT skills: Microsoft Word, MS Excel, etc.

• Full driving Licence essential.

Core Responsibilities and Duties

The role will require the successful candidate to provide environmental and sustainability support to the MPP team and wider PPP supply chain teams. This translates to writing relevant work package PQQ and ITT questions, scoring criteria, scoring PQQs and ITTs, responding to Tenderer queries, monitoring environmental and sustainability KPIs over the length of the contract, undertake assurance activities against statutory and procedural requirements, integrating with the other technical disciples, MPP team, wider project teams and wider PPP / Sellafield Environmental and Sustainability teams. The specifics of the role are as follows:

Strategy and Performance Management:

• Support the MPP Project manager and work package managers in the development and implementation of the Supply Chain Strategy and work package strategies.

• Management of key supply chain KPI’s and data gathering.

• Imbed ISO 20400:2017 Sustainable procurement — Guidance in the PPP procurement practices.

Day-to-day Management:

• Communicate with the MPP project team and wider PPP/SL teams to provide environmental and sustainability input into the procurements process, including PQQs, ITTs, tender responses, tracking of KPIs, undertake assurance activities against statutory and procedural requirements.

• Communicate with ADT EHSS&Q teams to receive feedback on contractor performance and determine the level of assurance based on the level of risk.

Vendor Management:

• Work with the MPP team to keep the centralised vendor registration portal up to date with relevant environmental and sustainability requirements.

• Support the MPP project manager and package managers with supplier queries.

• Develop environmental and sustainability PQQ and ITT questions and scoring criteria.

• Score environmental and sustainability PQQ and ITT questions.

• Track environmental and sustainability KPIs.

• Monitor and report on supplier environmental and sustainability performance and facilitate regular environmental and sustainability performance reviews with stakeholders in order to assess value and quality of supplier services / products and inform decision-making on future collaborations.

Data Analytics & Reporting:

• Input environmental and sustainability information into the central data analytics function.

• Identify key environmental and sustainability supply chain trends and integrate them into the MPP and work package strategies

Quality Assurance:

• Maintain and regularly review supply chain environmental and sustainability policies, procedures, processes, and templates.

• Ensure supply chain function compliance with Sellafield Ltd and PPP Health and Safety procedures within PPP Supply Chain Services and support Project Procurement teams.

Relationship Management:

• Establish and maintain productive relationships with key stakeholders to ensure engagement in all activities and support for MPPs.

Policies and Procedures:

• Contribute to the development and implementation of the procurement function policies, processes, and procedures to ensure fulfilment of legislative / procedure requirements and alignment to operations.

EHSSQ (Environment, Health, Safety, Security and Quality):

• Work with the EHSSQ disciplines within the ADT and MPP team, wider PPP and SL to ensure a collaborative and consistent approach.

• Communicate with ADT EHSS&Q teams to receive feedback on contractor performance and determine the level of assurance based on the level of risk.

Continuous Improvement:

• Contribute to the identification of opportunities for continuous improvement of procurement processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Ad-hoc Requests:

• Perform any other related duties or assignments as directed.
