SUPERVISOR OF ACCOUNTING

Description
This position will assist the respective Director in oversight of the Seniors Services funding portfolio of the City of Chicago. The Seniors funding portfolio includes but is not limited to: the Area Plan on Aging Grant, Community Development Block Grant (CDBG), , Chicago Housing Authority (CHA) Grant, Foster Grandparents Program (FGP) Grant, Senior Companion Project (SCP) Grant, Benefit Access Application (BAA) Grant, Elder Abuse/Neglect Grant, Long Term Care Provider Fund (LTCPF) Grant, Medicare Improvements for Patients and Providers Act (MIPPA) Grant, Senior Health Assistance Program (SHAP), Senior Medicare Patrol (SMP), American Rescue Plan (ARP) , and Corporate with a total annual budget of over $48M. . The unit is responsible for completing grant application budgets, drafting budget modifications, reviewing, and approving delegate agency budgets and invoices, and providing fiscal training and reporting as needed.
ESSENTIAL DUITES
Manage, assign, and review the work of staff. This includes meeting with staff regularly to review assignments, provide necessary direction and training, and assist with work prioritization as needed.
Collect, review, and follow-up on match and billing reports from delegate agencies; submit monthly, mid-year and close-out financial reports following funder requirements.
Act as the fiscal subject matter expert for grants by advising on grant regulations, determining eligible and allowable costs, and proposing personnel cost allocation across grants.
Review and analyze financial reports with finance staff and program managers.
Work with program managers to draft and approve grant budgets and budget narratives for related grant applications.
Review and approve delegate agency budgets and budget revisions for compliance with City fiscal policies and grantor funding requirements.
Work with the Director to identify and determine grant budget revisions or expense adjustments throughout the year.
Review payroll charges to grant funds and request expense adjustment if needed.
Assist the Director with planning and preparation for audits.
Provide training and technical assistance to delegate agencies on budget preparation and vouchering requirements.
Approve staff vacation requests and complete annual staff performance evaluations.
Perform other duties as assigned

Hours: 9:00am – 5:00pm. (Some additional hours may be required)
THIS POSITION IS IN THE CAREER SERVICE
Qualifications:
Graduation from an accredited college or university with a Bachelor's degree in Accounting or a directly related field with 15 semester hours in Accounting, plus four years of professional accounting experience of which one year is in a supervisory role related to the responsibilities of the position; or an equivalent combination of education, training and experience, provided that the minimum requirement is met.
Selection Criteria
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview will be selected
Preference will be given to candidates possessing the following
Previous work experience working in a social service agency
Previous supervisory work experience
Previous work experience in analytics, problem solving, obtaining, and interpreting information and making recommendations
Previous work experience using Oracle-Based Accounting Software
