We are seeking a Construction Manager with a degree in Mechanical Engineering (ME), Electrical Engineering (EE), Architecture (RA), or Civil Engineering (CE) to oversee and coordinate construction activities for the Algiers Chancery Facade Replacement project in Algiers, Algeria. The duration of the project is 12 months. In this role, the CM shall collaborates with the project team to ensure compliance with scope, schedule, and budget requirements and is responsible for planning, execution, and oversight of construction projects, optimizing efficiency and effectiveness throughout the project lifecycle.
Responsibilities:
Coordinate construction efforts with the Project Director (PD) and/or OBO Construction Executive, providing leadership and guidance to the project team.
Ensure implementation of safety and accident prevention plans in compliance with USACE Safety Manual and host country regulations.
Oversee project scheduling, quality control, cost management, and contract compliance, managing work of OBO CM Project Contractors.
Interpret and explain plans and contract terms to project staff, contractors, and vendors while ensuring the Contracting Officer is the sole authority for scope changes.
Verify that project contractors obtain and display necessary permits and licenses.
Conduct quality assurance inspections and supervise owner-sponsored field/lab tests to verify compliance.
Address construction issues, complaints, and work procedures with contractors, Post clients, and design professionals.
Review contractor submittals, substitutions, and change order proposals, making recommendations to the PD.
Track contractor submittals, ensuring timely review and response.
Ensure as-built documentation is maintained and project materials are accounted for and stored correctly.
Review and validate contractor monthly pay requests.
Maintain a Daily Project Log and prepare a Monthly Progress Report, including construction updates and progress photos.
Assist in acquiring and managing local construction professionals and contractors.
Support the PD in contract administration, including modifications, claims, and compliance with Foreign Affairs Manual (FAM) regulations.
Participate in project meetings and conferences, preparing minutes as needed.
Coordinate with the Contracting Officer Representative (COR) and other OBO staff.
Perform additional engineering and construction management tasks as assigned.
Qualifications:
Bachelor’s degree in Construction Management, Mechanical Engineering (ME), Electrical Engineering (EE), Architecture, or Civil Engineering (CE) from an accredited U.S. university.
Must be a Professional Engineer (PE) , Licensed Architect (RA) or Certified Construction Manager.
Minimum of seven (7) years of construction experience on projects of similar scope and value
Overseas experience preferred.
Must hold a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance.
Strong knowledge of International Codes, U.S. construction standards, and safety regulations.
Experience in verifying that project contractors obtain and display necessary permits and licenses.
Proven ability to coordinate effectively with multidisciplinary teams.
