DESCRIPTION: Under the direction of the Deputy City Manager, supervises,
manages plans, organizes, and directs the operations, development, and
administrative activities of the Cottonwood Municipal Airport. Acts as a
coordinator, contact, and liaison on various airport matters and
represents the City on airport-related business.
Oversees the budget, capital improvement program, and operational
functions of the airport. Oversees and participates in the preparation
and monitoring of grant applications and progress reports; serves as the
liaison between federal and state regulatory agencies to ensure the
airport obtains maximum grant funding.

Interprets and enforces federal, state, county, and local rules and
regulations governing the airport.
\
Promotes airport development and marketing to maintain the existing
tenant base, and attract and build new tenant interest through the
ongoing development of the airport.
Works with the City Attorney and other City staff and supervises any and
all airport staff to ensure the appropriate land use surrounding the
airport is maintained.
\
Seeks opportunities to drive economic vitality to the airport; works to
increase airport revenue and identifies land use and parcel development
opportunities.
\
Promotes and coordinates special events at the airport.
\
Develops and implements short-range and long-range maintenance care
schedules/plans for the airport facilities including grounds and
equipment; assists with long-range plans for renovations of existing
facilities and construction of future facilities.
\
Meets with airport tenants and lessees to address and resolve matters of
concern. Negotiates, tracks, and ensures compliance of all airport
leases.
\
Develops, negotiates, and administers contracts related to the program,
services and facilities managed and maintained by the airport; works
with the City Attorney preparing agreements and contracts; and, oversees
and coordinates work performed by contracted service providers,
including the FBO.\
\
Represents the City and the airport on matters related to the airport to
outside organizations, community groups, customers, and other
governmental agencies.
\
Provides technical information to City staff, the Federal Aviation
Administration (FAA), Arizona Department of Transportation (ADOT), and
the public as necessary and as appropriate.
\
Responds to the public and City officials on noise and other related
airport issues.\
Serves as the staff liaison to the Airport Commission.
\
Prepares oral and written reports and studies for the City Manager,
Mayor, and City Council.\
Coordinates airport activities with other city departments to ensure
effective working relationships.
\
Interprets, explains, and enforces federal, state, and local rules and
regulations governing airport use outside the area of authority of the
FAA.
\
Oversees and participates in the study, modification, formulation, and
updates of the Airport Master Plan and other strategic planning efforts
sponsored by the City.
\
Works in a safe manner and reports unsafe activity and conditions.
Follows City-wide safety policy and practices and adheres to
responsibilities concerning safety prevention, reporting, and
monitoring.
\
Acts as the primary contact and notifies appropriate authorities in
regards to aircraft accidents or other emergency action situations. May
be called on-sight after normal business hours in response to aircraft
accidents or other emergency actions as needed.
\
Formulates, develops, maintains, and promotes a vision for the future of
the airport, as articulated by the City Manager and City Council.
\
Actively supports and upholds the Citys stated mission and values,
including being open for business and providing exc llent customer
service that is externally focused.
\
Actively works to inspire a vibrant community through departmental work
and ensures departmental work fits the Heart of Arizona Wine Country
branding.
\
Performs other duties as assigned
