The National Director, Human Resources and Professional Development
(HRPD) based in Denver Colorado is responsible for setting the strategic
direction of HRPD practices and processes for PCL's United States Buildings
and Civil sector. Reporting to the President and COO of US Operations and
PCL's Vice President, People and Culture, this role requires a strategic
and inspiring leader who can develop trusting, consultative and effective
working relationships with their stakeholders and has a proven track record of
positioning their organization as an employer of choice.
As National Director HRPD, you will contribute to our team as follows:
Responsibilities
Builds effective relationships with HRPD leadership, executives, and
district HRPD management to ensure all HRPD services are aligned with the US
Operations strategic plan and the needs of the overall organization in the
following areas:
HR programs, employee relations, recruitment, total rewards, employee
engagement, diversity, equity & inclusion, compliance,
immigration, ethics, employee immigration and relocations, US benefits
and pension plans, professional development, succession, and learning
Develops, implements, and oversees the one-to-three-year strategic plan
for the US Buildings and Civil sector's HRPD department based on strategic
priorities
Partners and coordinates efforts with sector leaders and Corporate HRPD
regarding legislation, industry standards, and company best practices to
ensure consistent application
Collaborates with HRPD leaders on the creation and implementation of corporate
and local HRPD initiatives
Develops, implements and measures the effectiveness of HRPD performance
standards through data analysis and works with district HRPD to identify
opportunities to streamline processes and improve client services
Creates and evaluates, targets and benchmarks to monitor effectiveness and
impact of enterprise development activities
Acts as a trusted advisor to leaders and staff regarding all human resource
management issues, while ensuring compliance with all relevant laws and
regulations
Ensures national human resource policies and programs are current, relevant
to market conditions and accessible to employees and managers
Reviews and assesses quality of HRPD strategies, programs, processes,
and tools across key areas of HRPD and uses best practices in change
management to affect change
Qualifications
Bachelor's degree in human resources or related discipline or equivalent
combination of skills and experience
12+ years of progressive human resources experience with 5+ years
supervisory experience managing senior HR professionals
Experience in a large, national or global business, managing
geographically dispersed teams
Superior relationship management skills and is a trusted advisor for key
stakeholders and decision makers
Able to apply expert knowledge to define HRPD best practices and procedures
Advanced business acumen with an understanding of industry practices and new
developments
Strong leadership skills, with the ability to delegate and coordinate
activities while leading and motivating HRPD leaders
Results oriented with a demonstrated ability to positively impact business
results
Proven ability to lead teams through significant change management initiatives
Demonstrated experience providing strategic direction and applying learning
solutions to organizational challenges
Ability to travel to project sites and company locations, approximately
10% of the time
Preferred:
HR certification (ex. SPHR, GPHR, or similar)
Experience working in the cons ruction industry or related
