This position is responsible for administering and educating the organization
on safety management systems, system safety, occupational safety, and
construction safety for the organizations transit systems, facilities, and
properties.
Duties & Responsibilities:
ESSENTIAL:
Obtains and administers regulatory permits; ensures regulatory compliance
for federal, state and local requirements; tracks laws and acts as the
organizations contact for regulatory agencies.
Provides specialized technical advice to rail and bus, identifying emerging
risks with regard to safe working practices, and compliance with relevant
safety policies and procedures
Appraises and validates safety management systems in relation to regulatory
compliance with the goal of improving safety culture and managing hazards and
risks to ensure the health, safety and wellbeing of employees and the
organization as a whole
Safety Management Policy: Appraises and validate directives, policies,
rulebooks, SOPs, processes against regulatory requirements regarding
auditing and oversight
Safety Risk Management: Conducts accident, incident, and event
investigations. provides training, and coaching, and processes workflow
changes, and manages change.
Safety Assurance: Ensures that hazards and safety concerns have been
mitigated to an acceptable level of risk while validating that business groups
operate within that acceptable level of risk
Safety Assurance: Participates in internal, third party, and regulatory
audits synthesizing safety data into actionable items for continuous
improvement of the Safety Management System.
Safety Promotion: Conducts safety open houses, safety committee
meetings, and utilizes communication technologies to disseminate safety
policy/procedure changes.

QUALIFICATIONS
:
Bachelor's Degree in Occupational Safety and Health / Engineering or
equivalent
Transportation Safety and Security Program (TSSP) Certification required
or the ability to achieve certification within three years of hire.
Certified Safety Profession (CSP)or Certified Industrial Hygienist
(CIH) preferred.
A minimum of five years of experience in Occupational Safety and Health
Management
KNOWLEDGE, SKILLS & ABILITIES:
Technical knowledge and experience in implementing and managing regulatory
compliance including:
National Fire Protection Association (NFPA), International Building Code
(IBC), International Fire Code (IFC), American National Standards
Institute (ANSI), International Organization of Standardization
(ISO), Occupational Safety and Health Administration (OSHA),
Department of Transportation (DOT), Federal Transit Administration
(FTA), Federal Railroad Administration (FRA), Environmental
Protection Agency (EPA), and the Colorado Public Utilities Commission (COPUC)
Proficiency in operations and maintenance activities, processes and procedures
Proficiency in event, accident and incident investigation
Proficient in the International Organization for Standardization (ISO)
Management Systems
Proficient in leveraging technology in support of Safety Management Systems
Proficiency in advanced mathematics, physics, biology, anatomy,
statistics, and chemistry
Proficient with Microsoft Office Suite.
Ability to communicate effectively, orally and in writing.
Ability to use sound judgment.
Ability to manage time and workload effectively which includes planning,
organizing, and prioritizing with attention to details.
