Public Service Executive
Department of Revenue, Alcohol & Tax Operations Division
The Iowa Department of Revenue is seeking aPublic Service Executive to serve as the Alcohol & Tax Operations Division Administrator.
This Administrator will regulate the management, equipment, and merchandise of the state alcohol warehouse in and from which alcoholic liquors are transported, kept, or sold. They will regulate the purchase of alcoholic liquor, and determine the classes, varieties and brands of alcoholic liquors to be kept in the warehouse. They will provide authoritative advice to the director regarding decisions for effective warehouse management.
This Administor will lead the tax processing services and taxpayer customer services units of the Department. Processing services is responsible for records management, data capture, mail room, and tax deposit. These units process more than 2 million individual income and business tax returns and payments, and over $9 billion of receipts annually. The Administrator will lead the Taxpayers Services unit which is responsible for maintaining a call center to provide effective customer service for all internal and external customers and taxpayers by utilizing in-depth knowledge of Department processes and programs.
This position will work closely with the Alcohol & Tax Compliance Division Administrator regarding the retail alcohol licensees to ensure effective collaboration between tax and alcohol issues for efficient administration. They will provide leadership and oversight for the staff that performs the various responsibilities.
Additional responsibilities but not limited to::
Develop and maintain working relationships with a wide range of external stakeholders to seek input, gain support, and ensure compliance with applicable department laws, rules, and requirements.
Serve as part of the senior management leadership team to help develop department mission, vision, and values.
Develop key performance indicators (KPIs) for the division, and evaluate effectiveness of operations.
Represent the division in leadership meetings and articulate matters of priority.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
