The Enterprise IT Business Analyst is a member of the IT Project Management Office (PMO) Services division. IT PMO Services hosts two offices, the Solution Development Office and the Project Execution Office. The Solution Development Office is responsible for facilitating the City’s IT Governance process, providing business and technology alignment services, and developing business cases for new enterprise technology solutions to solve enterprise business problems. The Project Execution Office is responsible for overall management and delivery of approved enterprise technology projects.

The Solution Development Office operations is the primary focus of the Enterprise IT Business Analyst. The Enterprise IT Business Analyst will work with City stakeholders from all departments in evaluating business problems and proposing IT solutions to solve those business problems to meet compliance, performance and business values. These proposed solutions, which culminate into a business case are formed through an in-depth analysis process, data and process analysis, market research, and consultation with the SecOps and IT Architecture offices. The Enterprise IT Business Analyst will additionally present these recommendations to the IT Governance Committees for decision-making. The business cases will capture the overall business problems, pain points experienced from the business problems, GAP analysis, evaluated solutions and impacts, recommended solutions, value to be received from the solutions, potential risks from implementing the solutions, and overall costs. Furthermore, each business case will represent how the recommended solutions align with the strategic goals and objectives of the City.

To be successful in this position, the Enterprise IT Business Analyst must be able to work within established process and policies, engage and collaborate at a high level, think independently and creatively, and provide insights and suggestions to drive innovation and process improvement. The Enterprise IT Business Analyst must be able to conduct in depth qualitative and quantitative analysis, project costing and forecasting, and have a strong background in research methods, analysis methods and techniques, technology, municipal government operations, and communication.

This role is a hybrid position, with some on-site work and travel required to various City buildings and locations.

Duties/Responsibilities

  • Assess client or business technology needs

  • Perform GAP analysis on City processes based on business, performance, and compliance requirements

  • Write and track business requirements documents

  • Research, analyze, and make recommendations for technology solutions to solve business problems and fill business, performance, and compliance gaps

  • Coordinate with City departments and attend stakeholder meetings to gather requirements, conduct research, and provide technical and procedural input

  • Coordinate with Technology Solutions department stakeholders, heavily engaging with technical managers, IT and Data Architects, and the Cybersecurity team

  • Understand both business and technology and be able to communicate and liaison effectively between technical and non-technical audiences

  • Produce professionally composed reports and presentations derived from research and analysis

  • Lead, engage and coordinate with multi-departmental teams

  • Identify automation and process improvement opportunities

  • Deliver clear and concise oral presentations (in person and remotely), adapting content based on the audience

  • Provide detailed project hand-off documentation to Project Execution Office supporting successful kickoff and delivery of Information Technology projects

Minimum Qualifications & Experience

  • Bachelor’s degree or equivalent in information technology, computer science, business or public administration, or directly-related field

  • Five years of professional information technology experience in area of assignment.

  • Must have a valid, unrestricted, North Carolina driver's license "or" if you currently have another state driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire

Additional Preferred Skills

  • Master’s degree in information technology, computer science, business or public administration, or directly related field

  • Certification in Project Management, Business Analysis, or Lean Six Sigma

  • Experience working with Microsoft Office Suite, Teams, and cloud-based software

  • Knowledge and experience working with emerging technology and technology systems used by municipal governments
