Transportation Research Center, Inc. Government Contracts Specialist in East Liberty, Ohio

The Government Contracts Specialist will serve as a point of contact on all government-related contractual matters, ensuring timely review and execution of various government contracts. The Government Contracts Specialist will work closely with leadership and operational staff to ensure organizational compliance with government contract requirements while also identifying and implementing areas for improvement within the overall government contract life cycle. The Government Contracts Specialist will be responsible for providing guidance and support on government-related contractual matters to Project Managers and other operational staff, including training new employees in government contracting practices and procedures. Essential Functions* Facilitate the full government contract life cycle, from proposal and negotiation support and to contract administration and closeout. Monitor the Contracting email inbox and respond to government-related contracting requests in a timely manner. Type, edit, review, provide feedback on, and execute various government contracts including RFPs, proposals, task orders, contract awards / modifications, and other related agreements. Ensure TRC Inc. is meeting its subcontracting goals through the development, maintenance, and utilization of a network of government agencies, contacts, subcontractor source list(s), etc. Schedule and lead meetings with various business units to review contracts as needed. Maintain contractual records and documentation in organizational databases. Complete all required government-related contract reporting. Develop, implement, maintain, and provide guidance on policies, procedures, and trainings for government contract management, administration of contractual compliance, and subcontracting guidelines. Ensure organizational compliance of contract clauses including but not limited to state regulations, Federal Acquisition Regulations (FAR), Transportation Acquisition Regulations (TAR), and other terms and conditions. Identify and assess contractual risks and communicate potential issues to management in a concise manner to obtain required approval for non-standard contract provisions, following-up to secure timely responses. Explain potential risks and offer mitigation ideas, provide input to negotiations, and partner with internal and external stakeholders in the process of offering compliant solutions to contracting requirements.
