Testing and Commissioning Engineer/ Coordinator

Mission

We are looking for T&C Engineers and Coordinators to join the Edmonton Valley Line West LRT project. Reporting tot he T&C Manage, you will be responsible for managing the Testing, Commissioning, Integration and Handover program. Executing a well-developed plan will be key to set the schedule and sequence of our project work.

Main Responsibilities

Implementation of a risk-based approach to oversight of the testing & commissioning phase of the Works and provide feedback and direction on path forward. This includes ensuring a seamless integration between the existing construction and new construction with no interruptions.

• Lead Technical Assurances for all stages of construction. Implement new commissioning and handover execution plans/strategies, operational readiness strategies, guidance documents, and templates.

• Ensure correct interface documentation is developed for key interfaces.

• Implement commissioning sequence, logical breakdown, and test hierarchy to support project test activities, commissioning milestones, and processes. Document as required.

• Responsible for site safety during testing and commissioning activities, in particular during energization and dynamic testing.

• Coordinate light maintenance and corrective maintenance and documentation during testing phase.

• Document and resolve all non-conformities, malfunctions and regressions.

• Ensure project schedules are developed and implemented so that deliverables are provided in a timely and cost-effective manner to all external and internal stakeholders.

• Interface with the Systems Lead and various Discipline Leads to determine potential obstacles to successful performance demonstration, and to identify surveillance audit targets accordingly.

• Ensure that all products and supplies used are suitable for the job and will meet the project requirement.

• Ensure that Discipline Leads and Field Review Monitors are applying the principles of validation as outlined in the Project Agreement.

• Ensure that all third-party contractors consistently adhere to the installation and commissioning requirements.

• Utilize previous project knowledge and experience to find solutions to challenges and setbacks as they occur

• Assist with the initiation of non-conformance reports and the evaluation of corrective actions.

• Remain up to date on the most recent best practices to ensure that lessons learned across the industry are applied as required.

• Contribute to constructability and technical reviews; provide input to same to resolve potential issues and propose constructable solutions

• Monitor overall progress against the project work schedule.

• Contribute to a Monthly Site Review Summary.

• Contribute to a Monthly Site Schedule Exception Summary.

• Contribute to a Monthly Constructed Value Summary.

• Adhere to the testing and commissioning program, handover documentation, training, and O&M integration plan.

• Participate in field verification of testing and commissioning activities.

• Implement the Project Systems Completion and Handover processes, ensuring the streamlined movement of assets and information from contractors to the end-user.

Qualifications

Bachelor’s degree in Electrical Engineering or relevant field from an accredited university and a minimum of 3 years’ experience in managing, testing, commissioning/integration and operational readiness activities for one or more medium-sized LRT projects.

• Technical knowledge and experience in the commissioning of Transit Rail Systems (Signalling, Communications, Track, Rolling Stock, overhead catenary, tunnel ventilation, etc.).

• Excellent interpersonal and oral/written communication skills.

• Advanced knowledge of engineering and construction procedures, principles, and concepts.

• Experience in complex rail mega-projects of $500M+ value in construction-focused roles.

• Experience leading teams and providing functional support to discipline specialists deployed into other parts of a wider organization

• Experience working with teams and stakeholders in development and delivery of large infrastructure projects

• Ability to communicate across technical disciplines (engineering, construction, testing & commissioning).

• Demonstrated working knowledge of railway standards and practices.

• Experience/understanding of construction processes and supervision and the handover of large, public infrastructure projects

• Ability to use Primavera P6, Blubeam, MS project, Aconex, Sharepoint or similar software.

The successful candidate will be required to relocate to beautiful Edmonton, Alberta for the duration of the project. Relocation package available.
