Job Summary:

Raytheon Advanced Products & Solutions (APS) Global Trade has an outstanding career opportunity for a Global Trade (GT) Professional to grow their skills as part of the world’s largest aerospace and defense company – RTX Corporation. As part of the Raytheon Legal, Compliance and Contracts (LCC) organization, GT Professionals plays a critical role in supporting the successful capture of international pursuits, and the execution of contracts, program and supply chain requirements. GT Professionals ensure that Raytheon remains compliant with both U.S. and Non-U.S. Export/Import (EX/IM) regulations in all the company’s global business transactions.

The Principal Specialist, Global Trade position reports to the APS Sr. Manager for Global Trade. The APS portfolio includes radars, EO/IR sensors, towed decoys, situational awareness and targeting sensors, and satellite products and technologies.

This position is currently designated as fully remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories). With occasional travel to support program meetings will be required to a Raytheon location including El Segundo, CA, and / or Goleta, CA. The successful candidate will have the opportunity to work in a high-energy, fast-paced environment and collaborating with multiple business functions for success.

Responsibilities to Anticipate:

  • Working with the APS GT Team, APS Programs and APS Stakeholders to develop strategies to support international programs and business development capture efforts.

  • Working closely with internal and external customers to prepare and submit export authorizations (Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA) and other requests for approval) to the U.S. Department of State Office of Defense Trade Control Licensing, and U.S. Department of Commerce Bureau of Industry and Security.

  • Providing consistent interpretation of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to Raytheon employees.

  • Providing export authorization status updates to the programs/requestors.

  • Facilitating approvals for the physical export of hardware and other transactional activities.

  • Working with the Global Trade leads, and other stakeholders to determine and certify appropriate legal authority for exports of dual-use commodities and technology, defense articles; hardware, technical data and defense services, including determination of the appropriate export authorization, exemption, or exception.

  • Participating in compliance audits and investigations.

  • Developing and delivering training, as required, for employees engaged in international business activities.

  • Representing Global Trade in meetings and discussions with internal and external stakeholders.

  • Assisting in implementation of company procedures and instructions to support compliance with U.S. Government export/import regulations and company policy.

    Basic Qualifications:

  • A University Degree or equivalent experience and a minimum of 5 years prior relevant experience; or an Advanced Degree in a related field and a minimum of 3 years of experience

  • Experience with ITAR and EAR regulations

  • Relevant experience such as researching, interpreting, and applying regulations; or applying for, managing, and transacting against various types of authorizations

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

    Preferred Qualifications:

  • Experience researching, interpreting, and applying government regulations, in particular the ITAR and EAR

  • Experience with DECCS, SNAP-R, SAP-GT, OCR EASE IT systems

  • Flexible, cooperative and collaborative; demonstrated ability to adapt to changing US Government and customers conditions

  • Able to present recommendations to solve business challenges

  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise

  • Self-motivated and results oriented with ability to prioritize and make independent decision

  • Able to manage priorities of multiple tasks and / or strong project management

  • Attention to detail and follow through on assignments to achieve desired results

  • Advanced Degree such as MBA or Juris Doctor

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
