Naval Facilities Engineering Command PERFORMANCE ASSESSMENT REPRESENTATIVE in Fallon, Nevada

Responsibilities You will identify quality deficiencies in contractor work to document and furnish proof (e.g., physical data, diagrams, photographs) of contractor performance. You will perform management, oversight or analytical and evaluative work for a wide range of contract and performance assessment including pre-proposal performance assessment tasks and performance of contract administration functions. You will provide technical assistance to the specification writer in defining customer contract requirements, in identifying technical problems, by determining materials, and by setting performance assessment standards. You will perform on-site in-process assessment of facilities service contracts to observe work and methods employed to assure compliance with drawings, blueprints, and specifications. You will analyze contract fund status reports to determine if the contractor's progress and expenditures compare with negotiated estimates. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing problems and developing recommendations for corrective actions related to performance assessment; 2) Developing performance assessment contract criteria and preparing assessment plans, contract specifications, and reports; 3) Monitoring contractor performance on contracts (i.e. service and minor construction) to confirm contractor's performance meets contract specifications; 4) Developing performance assessment contract criteria to assure compliance with safety principles, practices, regulations, and/or standards; AND 5) Preparing cost analysis and estimates.
