MDW is currently seeking an experienced Cost Analyst to provide cost-estimating support for the Rapid Capabilities and Critical Technologies (RCCTO) HQ Resource Management office in Ft. Belvoir, VA.
The Army Rapid Capabilities and Critical Technologies Office (RCCTO) serves to expedite critical capabilities to the field to meet Combatant Commanders' needs. The Office enables the Army to experiment, evolve and deliver technologies in real time to address both urgent and emerging threats, while supporting acquisition reform efforts. RCCTO reports to a Board of Directors led by the Secretary of the Army, and including the Chief of Staff of the Army, Under Secretary of the Army, Vice Chief of Staff of the Army, Army Acquisition Executive, and the Commander of Army Futures Command.
The Office executes rapid prototyping and initial equipping of strategically important capabilities to meet commanders' warfighting needs, consistent with the Army's modernization priorities. Beyond closing current capability gaps, the Office also aims to stimulate aggressive, proactive capability development and leverage disruptive technologies to meet Army strategic objectives.
The Cost Analyst is responsible for:
Preparing estimates for changes in technical and/or funding baselines
Analyzing mission requirements to determine cost parameters, specific cost factors, and relationships to be utilized in constructing cost models
Providing support in defending cost estimating methodologies
Developing life cycle cost estimates to determine the total cost of the program
Supporting contract cost estimating, financial activities, and processing reconciliations
Routinely providing detailed financial reports and documentation
Providing advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives
Developing Independent Government Estimates to support program management needs.
Evaluating impacts on program based on direction and funding adjustments
Required Skills/Experience:
Experience with evaluating projects using different methods and options to determine the most cost-effective solution that meets the required specifications
Preparing independent government cost estimates
Refining and adjusting cost models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-off proposals
Must have a thorough knowledge of Cost Accounting Standards and Generally Accepted Accounting Principles
Knowledge and skill in the application of policies, precedents, methods, and techniques of costing
Ability to multitask in a fast-paced environment
Desired Skills/Experience:
Providing cost analysis and support to defense programs
Experience using Automated Cost Estimating Integrated Tool (ACEIT) in development and review of cost analyses
Excellent data-gathering, analytical, and problem-solving skills
Strong verbal and written communication skills
Education Requirement/Required Years of Experience:
Bachelor's degree in relevant field with 10 years' experience providing cost analysis
Clearance Requirement(s):
Candidates for this position must have an active Secret level Clearance (or higher)
Applicants selected must meet eligibility requirements for access to classified information
Required Travel: 10%
