Summary About the Position: This Brigade Safety and Occupational Health Specialist position is located in the at 1st Armored Division with duty location at Ft. Bliss, TX. Responsibilities Works under the administrative direction of the Brigade Commander (a Colonel, 06), who makes assignments by defining safety program objectives to be achieved and resources available to meet regulatory requirements. Serves as the Principal Staff Advisor for the Brigade’s Safety Program (a comprehensive 24-hour a day program), to include serving as the Brigade Commander’s technical advisor/consultant for safety issues. Provides technical guidance and assistance to deployed commanders and staff officers to ensure compliance with established safety requirements, mission goals, and risk management. Serves as the Safety and Occupational Health Manager for a Brigade-sized unit with responsibility for planning, managing, and administering a safety and occupational health program. Additional Information Incumbent must frequently work outdoors with temperature extremes. Exposure to dust, high noise levels, wind, sand, and environments of fumes and smoke are encountered. Exposure to elements associated in combat and contingency operations in CONUS and OCONUS locations. Employee may be required to perform work requiring chemical protective masks and protective clothing. Work involves frequent visits and temporary duty at field sites as well as deployment and participation in military exercises in a variety of environments. This mandates walking, standing, stooping, bending, carrying and similar movements, as well as agility, stamina, and dexterity. During deployment, physical demands may be greatly increased and require extended walking with a rucksack weighing up to 50 lbs. Rations and quarters may be similar to that provided to military personnel. This is an EMERGENCY ESSENTIAL (E-E) position subject to deployment. Anthrax inoculation program participation may be required to meet deployability requirements. This position is considered E-E in support of DA's mobilization and wartime mission during periods of increasing tension and mobilization. Position is also considered EE because (1) no qualified and immediate replacement exists; and (2) having the position vacant would impair the effective operation of essential military support systems, or adversely impact the combat mission of deployed forces. IAW (Chapter 75, Title 5 USC; FPM Chapter 753) EE civilians are required to sign a copy of DoD Form 2365 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement), agreeing that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority. Single parents or families, where both parents are EE, are required to prepare a family care plan. E-E civilians are required to undergo nuclear-biological and chemical training, and are required to participate in readiness tests, mobilization, alerts, and field training exercises.
