Kadiak, LLC, is seeking a Project Manager to be responsible for personnel security processing support for our federal government client in Germantown, MD. This position will require an SSBI/T5 investigation. Although currently a 100% remote work opportunity, only candidates living within the greater Washington, DC metropolitan area will be considered.

The successful candidate will work closely with the Contractor Security Manager/HSO Representative to ensure the effective implementation and management of federal personnel security requirements. Note :

  • U.S. Citizenship Required

  • This position has been designated as Critical-Sensitive and requires a security clearance at Tier 5.

  • The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

  • This position is a Testing Designated Position (TDP) subject to applicant drug testing and random drug testing thereafter.

  • Failure to test or a positive result on random drug tests conducted after the start date will result in removal from duties.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Serve as Personnel Security Processor in the U.S. Department of Energy’s Office of the Chief Information Officer (OCIO)

  • Serve as the primary POC to receive, review, and evaluate security request paperwork completed by Applicants and submitted by Industry Facility Security Officers (FSO) for Personal Identity Verification (PIV) for accuracy and completeness in compliance with the Homeland Security Presidential Directive-12

  • Serve as the primary POC for facilitating distribution of written notifications from DOE Badge Office to Industry Facility Security Officers

  • Coordinate and manage the submission in DOE CATS Portal/Clearance Action Request (CAR) systems of OCIO sponsored clearance (Personnel Security) and PIV (HSPD-12) actions.

  • Ensure timeliness and completeness of security requests through all processing and notification stages.

  • Review GSA USACCESS Sponsorship records of OCIO contractor resources and ensure actions required are taken by the Contractor as facilitated by their FSO.

  • Administrate Onboarding / Off-boarding requirements to Industry FSO’s including return of DOE issued credentials.

  • Assist CORs and FSOs in understanding and submitting the documentation required for terminating a classified contract, including terminating access authorizations, and completing Certificates of Non-Possession and Security Activity Closeout (SACC) forms or their equivalent.

  • Assist personnel in understanding and complying with visitor access control procedures in place at HQ facilities.

Work Experience, Knowledge, Skills & Abilities:

  • BA/BS Degree Highly Preferred.

  • H.S Diploma and combination of 3 plus years of federal government operational (Contract, Financial or Personnel Security) experience.

  • Eligibility to obtain DOE Q Security Clerance required.

  • Demonstrated ability to complete work in a detailed manner maintaining documentation in Library style format for ease of reference.

  • Ability to work in a high output environment.

  • Able to work effectively with all levels of federal and contractor staff members, other DOE program offices, HSO’s and HSO Representatives.

  • Demonstrated ability to communicate effectively both verbally and in writing.

  • Proficient working in a dynamic, collaborative environment from remote work location and onsite depending on Government Customer needs.

  • Demonstrated ability to work successfully on a team and independently, as well as multitask.

  • Demonstrated strong written and verbal communications skills.

  • Proficient MS Word, Excel, and Outlook skills.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
