Air Combat Command ELECTRICAL ENGINEER in Grand Forks AFB, North Dakota

Summary This is a developmental position with known promotion potential to the target position of 6O9GK19, Electrical Engineer, GS-0850(21)-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. The primary purpose of this position is to serve as a professional electrical engineer, performing design, project programming and construction management/monitoring duties in support of a military installation. Responsibilities Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of electrical engineering. Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of electrical engineering and knowledge of other engineering and architecture disciplines to ensure overall compliance with contracted specifications, schedules, etc. Plans, programs, budgets, and executes required projects in support of assigned programs; Performs work in facilities operations and maintenance (O&M) functions; Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Examples of specialized experience includes professional knowledge of electrical engineering concepts and principles as well as the ability to apply standard electrical engineering practices, methods, and techniques to perform following specific instructions, relatively routine projects, or a portion of a larger and more complex project; Knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments; Familiarity with related engineering disciplines, particularly structural and mechanical; Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information, prepare graphs, curves, or tables for use in routine assignments; Ability to make selections and adaptations of engineering alternatives and, after approval by the supervisor or higher-grade engineer, carry out the sequence of details; Ability to use relevant software programs. Examples of specialized experience includes professional knowledge of electrical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects; Knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services; Knowledge of the installation/command mission and organization; Ability to apply standard engineering practices and techniques to solve problems through application of standard literature, practices, and precedents; Ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design. Examples of specialized experience includes professional knowledge of electrical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments; Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings; Knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural, environmental and civil engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations; Comprehensive knowledge of the installation/command mission and organization; Skill in technical writing sufficient to develop solutions to problems such as procedures and methods of installation of material, extent or scope of work to be performed, quality of materials to be installed, and acceptable levels of workmanship; Ability to plan and monitor large-scale projects to assure compliance with applicable objectives, standards, and requirements; Ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; Ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for specialized requirements of some projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management. 4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings. 5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
