JOB REQUIREMENTS: Job Summary Responsible for the development,
administration, and direction of a comprehensive range of county-wide
services and function in the areas of highway design, construction and
maintenance programs; serves as the County Highway Commissioner as set
forth in Chapter 83 Wisconsin Statutes; and serves as the County Highway
Department Director. This position is appointed by and serves at the
pleasure of the County Executive, and said appointment is confirmed by
the County Board of Supervisors. Essential Duties Serves as the
department director and directs the department staff. Advises the County
Executive, County Board Chair, County Board, elected and appointed
department heads, citizen boards, various committees and commissions on
department practices and policy issues. Serves as the department
representative and liaison to state and local government commissions and
committees, professional and community groups, elected officials and the
general public. Establishes and maintains effective working
relationships with department staff, representatives of state and local
governments, community organizations, and the general public. Directs
the preparation and implementation of the department\'s strategic plan
including the operational policies, goals, and objectives. Develops
short and long-term work plans, goals and objectives; monitors and
reviews implementation of department plans. Directs the preparation and
administration of the department\'s operating budget and the
authorization and implementation of approved expenditures. Administers
cost control measures to ensure efficient operations; eliminates
redundant systems; establishes and implements cost measurements to
ensure compliance with budget authorizations. Develops annual work plan,
which outlines goals and objectives of the department based on the needs
of Brown County; directs and administers the work performed by the
department and ensures projects are completed in a timely and
cost-effective manner. Directs the planning and implementing of new
highways, bridges, central fleet, and buildings. Evaluates the
effectiveness of existing programs and services. Directs the operational
activities for the department. Ensures that comprehensive policies and
procedures are developed, implemented and maintained; communicate with
department personnel. Directs the selection, supervision, and evaluation
of the department employees and is responsible for the department\'s
overall direction. Evaluates operational structure, employee development
opportunities; administers discipline and grievance procedures, and
develops succession plans, working with the Human Resources Department.
Directs the maintenance of statistical, financial, and control records
relating to costs, work schedules, supplies, and equipment. Reviews,
investigates, and approves damages and liability claims against the
department; testifies as an expert witness in depositions and court
proceedings. Directs the purchasing and monitoring of contracted
services and equipment purchases from outside agencies and vendors.
Manages and administers funding including, but not limited to, WisDOT
local highway and bridge programs, and other grants. Manages and
administers agreements with and services provided to other departments,
municipalities and state agencies. Manages and administers the
engineering and signing division; establishes work schedules and
approves highway design and construction plans; reviews and approves all
access control, driveway permits, building and sign set-backs, use of
highway by utilities, bridge inspections and right-of-way acquisitions.
Manages, administers, and ensures compliance with federal and state
regulations and codes; includes environmental standards such as air
quality, hazardous material storage and usage, road and facilities
construction project impact on wetlands, storm water management,
endangered species \ **** OTHER EXPERIENCE AND QUALIFICATIONS:
Knowledge of the practices, procedures and tools to effectively manage
infrastructure including preventative maintenance, cost-effective
replacement and life-cycle costing. Knowledge of administrative,
managerial and supervisory principles and practices including planning,
program evaluation, employee supervision and budgeting. Knowledge in the
use of computer software to track, report and analyze infrastructure.
Knowledge of the principles, practices, and techniques of negotiating
and conflict resolution. Knowledge of team building techniques and
consensus management. Ability to analyze among competing needs, make
resource allocation judgments and track progress in meeting performance
benchmarks. Ability to develop, implement, direct and evaluate programs
covering all areas of the department. Ability to plan, organize and
effectively present ideas, concepts, and recommendations. Ability to
develop, interpret and apply policies and procedures, federal, state,
and local laws, rules, and regulations. Ability to coordinate, direct,
empower, and evaluate staff in widely diverse areas of service. Ability
to persuade establish and maintain effective working relationships with
employees at all levels within the County, with representatives of
governmental agencies, elected officials, and the public. Ability to
work with other governmental jurisdictions, private industry and
