DESCRIPTION OF WORK

As a Higher Education Associate 2, you will be responsible for administering the Commonwealth's participation in the State Authorization Reciprocity Agreement (SARA) in accordance with Act 35 of 2016 and participating in the state authorization process related to institutional approval to operate in the Commonwealth.  Complete the biennial application to renew Pennsylvania membership in the National SARA and ensure compliance with SARA requirements to maintain Pennsylvania's participation and to ensure full compliance with Pennsylvania statutes and regulations and SARA rules and requirements.

Facilitate the approval process for Pennsylvania to affiliate with the Southern Regional Education Board (SREB) for purposes of SARA participation and administer the review, tracking, and approval or rejection of colleges and universities to initially participate in SARA.  You will also administer the review, tracking, and approval, provisional status, or rejection of colleges and universities to renew participation in SARA.  Develop and implement a process to account for incoming revenue and appropriately process revenue per Commonwealth standards.  You will manage the complaint and appeals process for SARA and comply with reporting requirements to NC-SARA and SREB.  You will also have the opportunity to represent the state in conversations and negotiations regarding changes to the SARA agreement to ensure that changes are appropriate and compliant with current statutes and regulations.

Work Schedule and Additional Information:

Full-time employment

Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

Telework: You may have the opportunity to work from home (telework) part-time, and report to the office 1 day per week.  In order to telework, you must have a securely configured high-speed internet connection.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary:In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS Minimum Experience and Training Requirements:

One year as a Higher Education Associate 1 in the parenthetical; or

Four years of professional education experience, including two years in higher education for the Higher Education parenthetical and two years in basic education for the Teacher Education parenthetical and a master's degree; or

An equivalent combination of experience and training that includes three years of professional education experience including two years in higher education for the Higher Education parenthetical and two years in basic education for the Teacher Education parenthetical.
