Overview
Under general direction of either a Functional Manager or in some cases a Program Manager, the Project Manager III leads and directs high-priority projects, which often require considerable resources and high levels of functional integration. Responsible for assembling project teams, assigning individual responsibilities, identifying appropriate resources needed, and developing schedule to ensure timely completion of projects and meeting deadlines of projects. Must be familiar with the systems scope and project objectives, as well as the role and function of each team member in order to effectively coordinate the activities of the team. Communicates with top Information Systems Executive, functional area manager and/or Consultant regarding status of specific projects.
Responsibilities
Oversees/Develops business and vendor requirements for stakeholders, user groups and vendors
Develops and maintains NASCO and Plan-specific project management documentation for assigned projects
Documents and Communicates to NASCO and vendors about current and proposed process flows for business and vendor requirements in order to secure commitment in using these processes which will help reduce risk and ensure a successful outcome of the project
Develops cost/benefit analyses (if applicable), benchmarking analyses and risk management plans for business, vendor and IT deliverables by using NASCO Project Management Methodology (PMM) to lessen amount of defects and mitigate risk of the project failing
Verifies environmental readiness for client server and multiple vendors between NPS modules
Evaluates technical log issues during All Phases of the Project
Actively manages project risks throughout the development lifecycle.
Organizes and leads user group meetings
Provides functional expertise in regard to product, application and services
Coordinates business and vendor testing requirements for stakeholders by ensuring interviews, questionnaires and team meetings are taking place that are used to identify and mitigate risk
Develops Plan readiness assessment criteria during User Acceptance Phases (includes knowledge transition to the Plan in order for the Plan to successfully provide ongoing production support)
Provides information for Help Desk knowledge tree construction
Creates project budgets and tracks project expenses to ensure project stays within budget
Translates customers' business system design into scope, work break down structures and schedule using NASCO Project Management Methodology and tools to ensure all critical tasks required to complete activities are incorporated in the Project Plan
Leads stake holders in testing, implementation, and issues resolution by monitoring and tracking test case completion reports to ensure tasks are being completed in accordance with the work plan
Manages day to day customer and enterprise vendor relationship with HP, IBM and other NASCO vendors via all available mediums to ensure effective communication across all delivery team for NASCO and the Plan
Establishes and reviews unit and user test plans and schedules via all available mediums to ensure all data and input is accurate and complete prior to start of execution by NASCO and the Plan
Develops and submits project status reports to Customer Relations management, and Plan customers and vendor partners via email to ensure proactive communication is being provided as associated with the Plan's project.
Manages evaluations and recommendations of technical and business solutions to meet NASCO and customer business and system strategies by collaborating with all areas indicated to ensure adherence to NASCO Architecture guidelines as well as NASCO's vision statement
Conducts informal coaching activities with less experienced NASCO associates

Provides support throughout implementation activities to Plan Business Readiness teams via all mediums to ensure all training and operational work flows are accurately documented, training and maintain for
Represents assigned business or system interests to various committees
Recommend suggestions for implementing project delivery process improvements
Performs other duties as assigned by your manager
Qualifications
Required Knowledge, Skills, Abilities and Experience:
Minimum of 6-10 years of Project Management
Proven expertise using Project Management Methods
Excellent workgroup management skills
Excellent analytical skills
Must have good facilitation skills
Must have good relationship management skills
Good writing and verbal communication skills
