State of Montana Accountant - Lead in Helena, Montana

Department Overview: The Conservation and Resource Development Division (CARDD) of the Department of Natural Resources and Conservation (DNRC) is responsible for providing technical and financial assistance to local governments, state agencies and private citizens for conservation, development, protection and management of the state's natural resources. Job Overview: This full-time position performs a range of professional accounting and budgeting duties to ensure the effective financial administration of division programs and the grants and loans they administer. The position works closely with division staff and other program cooperators to establish accounts, monitor compliance, and resolve accounting errors and discrepancies. The incumbent also coordinates with the division’s Budget Analyst to provide information for budget research, coordination, and analysis and performs a variety of other duties as assigned by the financial manager. The position reports to the division’s financial manager and oversees the activities of the three FTE accountants. Essential Functions (Major Duties or Responsibilities): * _Program Accounting_ This position requires extensive knowledge of the concepts and theories of accounting and financial management, budgeting, and state and federal grant requirements. The primary functions for the position are to: * Prepare, examine and analyze multiple account and budget related statements, reports and their supporting documents * Classify, record and report financial operations by applying the theories and principles of accounting * Maintain and evaluate multiple financial recordkeeping, reporting, bookkeeping, and account reconciliation functions * Analyze accounting data to assess and monitor expenditures and revenues, internal controls, and efficiency * Assist with the development of accounting procedures * Maintain Account ledgers, journals and registers * Reconcile statements with records and accounting transactions * This position is the subject matter expert (lead) accountant for the division who oversees the work of three other Accountant 2 positions and reports to the division’s Financial Manager All accounting records for CARDD are audited annually by the legislative fiscal division and/or federal auditors. Program Coordination This position coordinates with the division budget analyst, program managers, and division leadership to compile and analyze program budget data and revenue projects for division management. This may include but is not limited to assisting the division budget analyst with budget formation, year-end closeout, accruals, and budget monitoring throughout the year. In legislative years, the lead accountant may participate in the development of fiscal notes for proposed legislation. Other Duties as Assigned - This position performs a variety of other duties in support of ongoing Division and Department operations. This includes managing special projects, representing the Division or Department at various meetings and conferences, and participating in ongoing training and educational programs. This position reports to the Division's Financial Administrator. This position does not have full supervisor duties, this position is a Lead Accountant that oversees the daily workload of three accountants. Minimum Qualifications (Education and Experience): * Bachelor’ degree in Accounting. * Two (2) years of accounting experience. * Two (2) years or more of supervisory experience. * Other combinations of education and professional experience may be considered. * Accountants prepare financial records in accordance with GAAP, statutory or federal requirements and the State’s accounting policies. *Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
