Bureau of Land Management Outdoor Recreation Planner in Hines, Oregon

Summary This position serves as a Outdoor Recreation Planner, typically at the state office of Bureau of Land Management; Oregon/Washington; Burns District; Andrews Field Office Responsibilities As the Outdoor Recreation Planner in this position, you will: This position serves as an Outdoor Recreation Planner for the Andrews Field Office and the Steens Mountain Cooperative Management and Protection Area National Conservation Lands unit at Burns District BLM. The Burns District BLM is based in Hines, Oregon. The incumbent will serve as an Outdoor Recreation Planner responsible for recreation program management, policy/planning, and program analysis. Recreation Program Management: The incumbent will serve as coordinator and technical advisor for one or more outdoor recreation programs, such as travel management, developed recreation, and/or wilderness. The incumbent will help oversee the operation of public use sites, permit programs, and facilities. Policy & Planning: The incumbent will develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments. Program Analysis: The incumbent will be responsible for recreation program analysis as needed. Other Duties as Assigned: The incumbent will assist other recreation planners with recreation management tasks as needed when time allows. Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping, or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples. Work Environment: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles. ** GS-7 and GS-9 positions will be developmental in nature and will be responsible for the same tasks under the direction of a more experienced outdoor recreation planner. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the education and/or experience requirements described below. Minimum Qualification Requirement, GS-07: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Analyzing and evaluating services, projects, programs, and/or functions to assist with the development and execution of recreation plans/programs for natural resource utilization and/or recreation area development; (2) Assisting with evaluating the effects of recreation use on other resource programs, and/or public lands for their potential for recreation activities; (3) Assisting with analyzing and evaluating outdoor recreation interests, habits, and/or needs of diversified groups, and the means for meeting those needs; and (4) Assisting with reviewing health and safety standards and/or recreation facility standards to determine corrective actions to be initiated. OR Superior Academic Achievement (SAA)): Have completed a bachelor's degree with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation and meets eligibility under the Superior Academic Achievement (SAA) provision. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. OR Education: Have completed one (1) full academic year of graduate level education with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. One year of graduate education is the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study. OR Combination of Education/Experience: Have an equivalent combination of successfully completed post-high school education and experience as described above that meets 100% of the requirements for this position. (To calculate, first take the number of months of experience and divide by 12 months; then determine your post-high school education as a percentage). One year of full-time undergraduate study (post-high school) is defined as 30 semester hours or 45 quarter hours; then add the two percentages. The total percentages must equal at least 100 percent to qualify. Note: This will be verified using your resume and official or unofficial transcripts submitted with your application. Minimum Qualification Requirement, GS-09: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Assisting with coordinating one or more outdoor recreation programs to develop and execute recreation plans and programs that resolve planning issues for natural resource utilization and/or recreation area development; (2) Assisting with coordinating work with managers, planners, and/or resource specialists to identify recreation program needs on a local scale and/or to develop long and short-term outdoor recreation plans to address those needs; (3) Analyzing and evaluating services, projects, programs, and/or functions of one or more Outdoor Recreation Programs to determine when corrective action should be initiated; and (4) Assisting with reviewing health and safety standards and/or recreation facility standards to determine corrective actions to be initiated. OR Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, or a L.LB or J.D. if related, with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Minimum Qualification Requirement, GS-11: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Independently serving as a coordinator and/or technical advisor for one or more outdoor recreation programs to develop/execute recreation plans/programs that resolve planning issues for natural resource utilization and/or recreation area development; (2) Analyzing and adapting guidelines for application to specific cases or problems to make recommended changes to existing procedures and methods; (3) Independently evaluating the effects of recreation use on other resource programs, and/or evaluating public lands for their potential for recreation activities; and (4) Independently coordinating work with managers, planners, and/or resource specialists to identify recreation program needs on a local scale and/or to develop long and short-term outdoor recreation plans to address those needs. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., if related, with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. Education QUALIFICATIONS (Continued): OR GS-11: Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level; One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level; and One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Physical Demands: The work of this position is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Working Conditions: The work of this position is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. You will be required to adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by a Safety Officer. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
