Transportation Engineer IIIPerforms advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Transportation Engineer IVPerforms highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer IIICoordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.Coordinates traffic engineering studies and traffic counts.Designs, installs, maintains and repairs all traffic management computer/communication/video systems and traffic signals, radios, and railroad crossing equipment.Develops and reviews engineering related documents, correspondence, reports and remediation plans.Develops traffic engineering and traffic management system policies, procedures and standards.Develops work orders and other agreements with consulting engineers for building system projects studies and analysis.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.Provides technical assistance for the development of rural ITS/traffic management corridors.Responsible for Traffic Systems Management.Performs other job responsibilities as assigned.Transportation Engineer IVIncludes all essential duties for Transportation Engineer III as well as:Coordinates and monitors consultant contracts related projects.Oversees the development and support of transportation operations systems.Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and traffic safety projects.Assists in utilization of available funds to improve and install traffic control devices.Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.Interprets manuals and required guidelines for traffic operations.Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.Makes presentations and represents TxDOT.Performs and documents in-house research studies.Performs other job responsibilities as assigned.
