What You’ll Get to Do:

As a CACI-SOAS SOCAF Women Peace and Security (WPS) Planner/Gender Advisor, you will serve as the SOCAF Commander's and Staff Director's lead integrator for the incorporation of Coastal West Africa WPS initiatives for SOCAF operations, activities, and engagements. Serves as the primary action officer for integrating UNSCR 1325, DoD and DoS WPS directives into steady state, operational and contingency military planning, and partner engagement planning across Benin, Togo, Cote D’Ivoire and Ghana.

More About this Role:

As a CACI-SOAS SOCAF Women Peace and Security (WPS) Planner/Gender Advisor, you will support, inform, and provide advice to the SOCAF Command Group and staff to incorporate WPS mandates and initiatives into operations and exercises in Coastal West Africa (CWA). Facilitate the integration of gender mainstreaming initiatives within SOCAF activities with partner nations, to include operations, exercises, building partner institutional capacity, Security Cooperation related programs, training, and engagements in coordination with SOCAF LOEs and partners. Develop evaluative measures to assess implementation of WPS into SOCAF activities and exercises. Manages and disseminates WPS and gender related information, policies, and data. Recommend revisions of strategy and policies to achieve WPS objectives in CWA.

This position conducts at least the following activities:

  • Coordinate WPS implementation efforts across CWA with awareness and understanding of UNSCR 1325 and related resolutions, U.S. Legislation, DoD WPS Strategy, and DoS WPS Strategy, and the application of the gender perspective in operations

  • Produce updates on SOCAF CWA WPS activities to SOCAF staff and working groups

  • Plan, coordinate, and execute WPS outreach activities, workshops, and conferences to integrate WPS themes that nest with campaign plan lines of effort.

  • Capture lessons learned, best practices, and prepares executive-level documents to report to SOCAF on WPS initiatives. Performs functional follow-up procedures, reporting, and conducting of assessments.

  • Coordinate efforts with network of trained Gender Focal Points within SOCAF

  • Coordinate and collaborate with other WPS Gender Advisors at all levels on the integration and conduct of WPS & Gender guidance activities

  • Perform the functions as the SOCAF Gender Advisor in support of CWA WPS topics/issues.

  • Work with the SOCAF Staff to incorporate WPS guidance and mandates, to include the DoD WPS Strategic Framework and Implementation Plan into SOCAF and CCMD operations, actions, exercises, and security cooperation activities.

  • Participate in SOCAF LoE working groups to integrate SOCAF WPS LoE/initiatives in CWA

  • Develop, contributes to and participates in Country Coordination Meetings, TSOC, and partner nation forums to support WPS integration in SOCAF CWA objectives, activities and investments.

  • Contribute to the revision of SOCAF strategies, plans, and policies for CWA ensuring compliance with the WPS legislation within activities with partner nations to include operations, exercises, and security cooperation engagements.

  • Liaise and maintain relationships with the inter-agency on SOCAF, Component, and CCMD WPS engagements on the African continent. Interagency touch points would include but are not limited to communication with the U.S. Department of State, the U.S. Agency for International Development, and Special Operations Command.

  • Coordinate and develop relationships between SOCAF, Component, and CCMD Offices of Security Cooperation within US Diplomatic missions to incorporate WPS directives into existing and developing Significant Security Cooperation Initiatives.

  • Prepare executive-level documents to report on WPS initiatives, conferences, events, engagements, and training to SOCAF, USAFRICOM, OSD and Component Commands, as necessary for coordination.

  • Produce deliverables that reflect WPS activities and communicates WPS CWA achievements across the Command.

  • On order, develop 5-year plans with designated and chosen partners that nest with and complement existing CCMD 5 year WPS implementation strategies.

  • Plan, coordinate, and execute WPS conferences, events, engagements, and training that supports CWA partner nation driven WPS initiatives.

You’ll Bring These Qualifications:

  • Education: BA or BS in behavioral science, cultural studies, sociology, or related discipline

  • Experience with the US military or DoD

  • Experience with implementing the WPS mandate.

  • An equivalent combination of education and experience may be considered.

  • Current or eligible for a SECRET security clearance

  • Must have a valid U.S. passport with at least 9 months before expiring.

  • Training in the duties of a Gender Advisor through either a NATO certified of U.S. operational gender course or a comparable USG interagency or NGO training program.

These Qualifications Would be Nice to Have:

  • Postgraduate degree and advanced vocational training in behavioral science, cultural studies, sociology, or related topics

  • Direct experience working in the AFRICOM AOR

  • Experience at a combatant command and/or service component headquarters

  • Experience with joint doctrine, joint strategic planning, and the joint operational planning process

  • Experience with DoD security assistance, cooperation, planning, and programming.

  • Experience conducting gender analysis and assessments.

  • Experience working with USG interagency departments and agencies.

  • SECRET eligibility security clearance

$82,100 - 172,400 USD
