Role Overview:
The Deputy Program Manager (DPM) provides daily operational management for CBP’s multi-site, multi-aircraft fleet maintenance and logistics contract. This role requires demonstrated experience managing large-scale aviation maintenance programs with complexity comparable to detachment management, material/inventory control, site maintenance operations, and logistics coordination. The DPM must be capable of assuming full program leadership responsibilities in the absence of the Program Manager. The DPM must demonstrate experience leading programs of similar size, scope, and complexity in compliance with FAA, DoD, and CBP aviation standards.
Key Responsibilities:
Operational Execution: Supervise daily aircraft maintenance, site operations, and logistics for P-3 and DHC-8 platforms.
Detachment & Site-Level Oversight: Direct off-site and deployed aircraft maintenance detachments, ensuring operational readiness and compliance.
Regulatory Compliance: Ensure adherence to FAA, DoD, and CBP aviation maintenance and logistics requirements.
Risk Management & Quality Control: Implement QASP-driven performance monitoring, including Deficiency Reports (DRs) and Corrective Action Plans (CAPs).
Personnel & Resource Allocation: Manage staffing, labor resources, and scheduling for maintenance teams across multiple locations.
Financial & Inventory Management: Assist in budgeting, cost tracking, and material/inventory control to support efficient aircraft maintenance and logistics operations.
Qualifications:
Demonstrated leadership experience managing a complex, multi-site aviation maintenance and logistics program.
Experience overseeing detachment operations, material management, and site maintenance operations.
Minimum six years of direct P-3 and/or DHC-8 experience.
Minimum six years of DoD or commercial multi-engine aircraft experience.
FAA and DoD aviation maintenance compliance expertise.
Bachelor’s degree in Aviation, Engineering, or related field preferred.
Relevant certifications or licenses in aviation program management are preferred.
