The Parks, Recreation and Comm SVCS Department is actively seeking a Human Services Planner ll/SPE EHE Project Coordinator.

This is professional planning work in designing, implementing, administering , marketing, and monitoring the delivery of various types of human services programs and systems. Work requires knowledge of general principles and practices of human services planning and program evaluation, which is usually gained through a combination of education, training, and related experience. Assigns, monitors, reviews and evaluates the work of others. Contacts with others require skills in understanding and influencing people, which are important in implementing and evaluating human services programs, resolving work-related issues and problems, and presenting and defending recommendations. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, requiring the use of judgment in search for solutions or new applications. Work is performed mainly in an office environment but field work may be required in areas where there are some risks and hazards which are known, predictable and controllable. Operates a motor vehicle and personal computers, calculators, scanners, video equipment, overhead or slide projectors, and other standard office equipment. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds. Work is performed under limited supervision wherein the work assignments are varied, and the worker plans and organizes the work, and determines priorities based on established procedures, practices, and precedents.

  • Designs, implements, administers, markets and monitors human services programs.

  • Recommends reasonable goals and objectives for human services programs.

  • Monitors program progress toward established goals.

  • Provides technical assistance to grant recipients.

  • Prepares, monitors and analyzes human services program budgets.

  • Prepares annual plans and grant applications.

  • Analyzes, interprets and applies Federal, State, Local Government, and private funder's statutes, rules, and regulations regarding grant administration.

  • Conducts research on a variety of human service issues.

  • Identifies existing programs with similar or complementary objectives and assists in program coordination.

  • Reviews requests for and authorizes payment of community services provided to clients through contracted providers.

  • Evaluates facilities and services provided by contracted service providers for compliance with contract and program regulations

  • Operates standard office equipment such as personal computers and uses software applications.

  • Prepares responses to planning related correspondence and inquiries.

  • Maintains current records in the grants database, paper files, and tracks all pending applications, awards, and reporting requirements.

  • Compiles and interprets data, statistics, demographics and other program information.

  • Develops recommendations and reports to include spreadsheets, graphs and statistical analysis.

  • Trains, assigns, and monitors the work of others.

  • Prepares correspondence as required (If assigned to Public Libraries, includes donor acknowledgement letters).

  • Demonstrates proficiency in the City of Jacksonville’s competencies.

Knowledge, Skills and Abilities

  • Knowledge of general principles and practices of human services planning and delivery in the public sector.

  • Knowledge of information sources of and data collection methods related to planning.

  • Knowledge of federal, state and local human service programs and grant sources

  • Knowledge of applicable human service laws, rules and regulations.

  • Knowledge of contract administration practices and principles.

  • Knowledge of methods of developing planning strategies, goals and objectives.

  • Knowledge of grant-makers for human service and/or library programs, including application procedures, guidelines and requirements governing such funds.

  • Knowledge of 501c3 and IRS guidelines, rules and regulations governing the acceptance of cash and in-kind gifts.

  • Knowledge of principles of customer service. Skill in interviewing and data-gathering techniques.

  • Skill in data analysis to include quantitative and qualitative statistical techniques.

  • Skill in researching, analyzing, interpreting and applying related federal, state and local laws, rules and regulations.

  • Ability to develop and submit grant proposals.

  • Ability to operate standard office equipment such as personal computers and use software applications.

  • Ability to perform mathematical calculations.

  • Ability to develop and make presentations before large groups.

  • Ability to collaborate effectively with others.

  • Ability to perform independently a wide variety of assigned tasks.

Open Requirements/Supplemental Information

  • Six years of education and/or experience in human services planning, or a closely related field which includes

  • At least one year of responsible administrative, professional or technical experience in human services planning, statistical research, program evaluation or all aspects of grant procurement.

  • Within the above combination, possession of a bachelor's or master's Degree from an accredited institution with a major which directly relates to human service planning is preferred.

    LICENSING/CERTIFICATION/REGISTRATION :

  • A valid driver's license is required prior to appointment and must be maintained.

  • City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.
