Seeking a Deputy Director to assist the Director of Engineering and Public Works (EPW) in overseeing Chief Engineers, Public Works Superintendents and staff. EPW includes Capital Improvement Program (CIP) Engineering, General Engineering, Architecture, Contracts, Streets and Fleet Maintenance, Drinking Water and Wastewater Utility, Capital Transit, and RecycleWorks. The role includes executive authority, acting on behalf of the Director, strategic problem-solving, as well as engaging with politicians, constituents, and the press.

WHO WE ARE LOOKING FOR We are seeking a Deputy Director with a strong engineering background, demonstrated experience in public process, and a proven record of solving complex problems. The City and Borough of Juneau has a program for reimbursing expenses related to moving and relocation. This positionmaybe eligible for such reimbursement, upon approval by the City Manager.

WORKING HOURS AND LOCATION In this position, you will generally work Monday through Friday, 8 am - 5 pm. However, this schedule represents the minimum time expected for the job. Work hours may vary as needed to carry out city-wide essential services associated with Engineering and Public Works. You will respond to calls for assistance on a 24/7 basis and will often need to respond to calls received outside of normal working hours. Your office will be located in downtown Juneau in the Marine View Building on the 3rd floor. It is likely, however, the EPW offices will move in approximately a year.

DESCRIPTION OF WHAT YOU WILL BE DOING Join our team in Juneau as a Deputy Director of Engineering and Public Works, where you will play a pivotal role in directing the comprehensive management of programs and projects for CIP Engineering, General Engineering, and Architecture. In this key position, you will maintain fiscal control of funds and budgets, supervise and mentor division managers, and cultivate strong working relationships with the Assembly, City and Borough of Juneau staff, clients, and other agencies.You will also plan, lead, and present at public meetings.

Responsibilities:

  • Develop and recommend policies and procedures for program operations, ensuring compliance wi h laws, rules, and regulations.
  • Represent theDepartment at Publichearings and meetings, explaining and justifying division programs and budgets; represent the Department at various meetings and conferences with State and Federal officials, the public, and the media.
  • Monitor and evaluate operations to ensure efficient use of resources, smooth process coordination, quality control, and effective implementation of policies and programs.
  • Oversee management of delegated areas through program chiefs and superintendents, providing guidance on policy, goals, resource utilization, process coordination, and quality control.
  • Identify high-level problems within the division and engage in strategic planning for their resolution, coordinating the implementation of change with stakeholders.
  • Serve as principal advisor to the Director on policy, budget, regulatory, organizational, and planning changes to improve division programs and projects.
  • Direct and approve the preparation of annual reports, position papers, and informational materials about programs, projects, and services.
  • Oversee special and ongoing assignments of major significance to the Assembly, Manager's Office, and CBJ Borough. Participate in research projects and develop the Department's response to high-level design and construction matters.

Desirable Qualifications

  • Two years of any combination of supervisory and managerial experience in the practice of engineering, architecture, or public works.
  • Other:At time of appointment a valid driver's license is required.
